The Bourbon County Commission met in open session with Commissioners Oharah and Fischer present, Commissioner Ruhl was present by telephone, the County Clerk and the County Counselor were also present.
Lynne made a motion to go into a 20 minute executive session for matters relating to the security of a public body or agency, public building or facility or the information system of a public body or agency, if the discussion of such matters at an open meeting would jeopardize the security of such public body, agency, building, facility or information system, Jeff seconded and all approved, (the session included the Commissioners, Kendell Mason, Justin Meeks, Shane Walker, Bourbon County Attorney Jacqie Spradling and Alice Maffet and Rebecca Johnson with the SEK Multi County Health Department). No action was taken.

Jeff made a motion to go into a 15 minute executive session for matters relating to the security of a public body or agency, public building or facility or the information system of a public body or agency, if the discussion of such matters at an open meeting would jeopardize the security of such public body, agency, building, facility or information system, Lynne seconded and all approved, (the session included the Commissioners, Justin Meeks, Shane Walker, and Alice Maffet and Rebecca Johnson with the SEK Multi County Health Department). No action was taken.
Lindsey Watts joined the meeting.
Rebecca Johnson asked the Commissioners to adopt the following resolution:
“I, as the Bourbon County Local Health Officer, recommend that an order is issued to those individuals who have tested positive for COVID-19 for isolation in their home (or suitable place) and an order is issued to those individuals who have been exposed as a close contact to a positive COVID-19 case for quarantine in their home (or suitable place), as directed by the Bourbon County Public Health Department to those individuals.
I also recommend, effective immediately that there be an order for no gatherings or social events over 45 people in Bourbon County through July 8th. This order will be reassessed on July 7, 2020.

Justin Meeks said he believed the power to adopt such a resolution would come from the authority of the health board and not the County Commissioners. Mrs. Johnson later retracted her request for the Commissioners to adopt the resolution; she planned to do her own order from the health department.
Lynne made a motion to go into a 5 minute executive session for consultation with an attorney for the body or agency which would be deemed privileged in the attorney-client relationship, Jeff seconded and all approved, (the session included the Commissioners and Justin Meeks). No action was taken.
There was a discussion over the increasing COVID-19 cases and quarantine time for exposed or positive individuals.
