The Bourbon County Commission met in open session with all commissioners present.  Tony George was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Commissioners spent much of the morning discussing lease payments for vehicles and equipment in the Public Works Department.
 
They also reviewed a report of indebtedness and mill levies comparing Bourbon County to comparable sized Kansas Counties.
 
Shane Walker reported on security cameras the County uses, as well as the need for an antenna upgrade for remote access to the network.  He also said there will be another meeting with Cox Communications on June 10th.
 
Keith Jeffers reported on lessons learned from the Joplin tornado.  He also reviewed the new storm spotter policy the commissioners approved last week.
 
Lee Davis presented tire quotes for 6-A/T 225/75 R 17 10 ply tires.

Commissioners signed the contract for 2012 budget preparation services with Diehl, Banwart, Bolton, CPA, PA, for an amount not to exceed $2,905.
 
Bill Metcalf gave a road report.
 
Lee Davis presented chemical quotes.  Three were received for 300 gallons generic Glyphosate.

Jingles Endicott made a motion purchase the generic Glyphosate from Van Diest at $9.73/gallon and to go with CPS/Timberland for the phone quotes for Pasturegard and Remedy Ultra.  Allen Warren seconded the motion and all voted in favor.
 
Commissioners discussed banking and fuel options in Uniontown for the Noxious Weed Department.  Joanne Long will see about getting a fuel card for Union Station.
 
Harold Coleman will attend an Economic Development meeting tomorrow at 10:00 am at the Chamber Office.
 
Sheriff Gray stopped in to speak with commissioners about part-time help.  He needs to hire another part-time deputy, but is wondering if we can offer health insurance as an incentive.  He needs to check with Kendell to see what is allowed.
 
Allen Warren forwarded a complaint to the sheriff about people at Bourbon State Fishing Lake running a stop sign on the west side.
 
The sheriff also informed commissioners of another stabbing this weekend.  The victim is in the hospital.
 
Terri Johnson spoke with commissioners about the proposed revision to the Running Fox road agreement.  She needs to compare this version to the prior version.
 
Mrs. Johnson also discussed the possibility of changing the fee structure for diversions and updated commissioners on the recent hearings for the sewer district.  No action.
 
Harold Coleman told the other commissioners that he has been contacted by the Hammond Community Center.  They are getting bids to re-do their septic and lateral lines and wanted to know if there was anything the County can contribute, from Special Parks & Recreation Funds.  No action. 
 
The commissioners want to look into getting a suggestion box for the Courthouse and the County Barn.  It was mentioned in both meetings commissioners had with employees.  No action at this time.

Marty Pearson gave a road report.
 
Allen and Marty met with the Caterpillar representative to discuss equipment.  They will also meet with the John Deere representative soon.
 
The commissioners plan to meet at 1:00 pm, Monday, June 13th, at the rock quarry.  There will be a quorum.
 
Bill Brittain met with commissioners to request Bourbon County donate to the annual fireworks display for Fort Scott.  Jingles Endicott made a motion to donate $500 from Special Parks and Recreation to the annual fireworks display.  Allen Warren seconded the motion and all voted in favor.
 
Keith Jeffers reported on Emergency Management issues.  He also discussed possible severe weather for today.  He responded to Doniphan County for the flood there.
 
Sheriff Ron Gray spoke with commissioners about radio issues.
 
Wilma Hibdon and Mark Crystal presented the Bourbon County Fair Association budget request for 2012.  Allen Warren has arranged to have the inmate work crew paint and do other maintenance at the fairgrounds prior to the county fair.

Delta George met with commissioners to discuss the Southwind Extension District.  Bourbon County Extension District recommends the County Commission appoint the following persons as Bourbon County’s representatives to the Southwind Extension District:

Malinda Bailey, 2-year term
 
Allen Warren made a motion to approve the appointments, as per the Bourbon County Extension Council’s recommendations.  Jingles Endicott seconded the motion and all voted in favor.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meetings were read and approved.
 
Marty Pearson gave a road report.
 
Jingles and Marty signed a KDOT map, Project 6C3855, for a new bridge.
 
Randall Allen, Executive Director, Kansas Association of Counties and JR McMahon, current President of KAC, met with commissioners and department heads to discuss needs in Bourbon County.  Department heads present were:  Ron Gray, Keith Jeffers, Tom McNeil, Shane Walker, Marty Pearson, Joanne Long, Lora Holdridge and Terri Johnson.  It was explained that KAC meets with at least two of its member counties each year to do this.
 
Adam Feagins met with commissioners.  He’s interested in purchasing land off Juniper Road west of 240th Street, on a dead-end street and would need access from the property onto Juniper; however someone has put up a fence east of the dead end.  Commissioners will look into it.
 
Jim Pitts met with commissioners to discuss proposed changes to the Neighborhood Revitalization program in the historic downtown district.  Commissioners will review his requested changes.
 
Doug Miller met with commissioners.  He’s bought out Beerbower’s trash route and needs to set up charge account at the Landfill.  Jingles will talk with Lois and get back to him.
 
Dennis Meech met with commissioners to say that all paved county roads are in terrible shape and our rock from the quarry is poor.
 
Commissioners approved Allen to remove old horse barn debris from the fairgrounds to landfill.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  Allen Warren made a motion to acquire the necessary permits and place a fuel barrel at the Noxious Weed Barn, set up a bank account at Union State Bank to deposit daily receipts and have the Noxious Weed Department get a supply of envelopes and stamps to mail daily work to the courthouse.  Jingles Endicott seconded the motion and all voted in favor.
 
Lee Davis called in phone quotes for 50 gallons of Remedy.  Three were received:

Jingles Endicott made a motion to purchase 50 gallons of Remedy from CPS Timberland at $48.44/gallon.  Harold Coleman seconded the motion and all voted in favor.
 
Bill Fiscus, Richard Reed and Tim Cunningham presented the 2012 Tri-Valley budget request.  They also discussed some of the programs Tri-Valley offers.
 
Susan Quick asked for clarification on some of the information for setting up the bank account at USB for Noxious Weeds.
 
Commissioners decided, in lieu of a suggestion box, to put a letter in with pay checks stating that suggestions are welcome and to mail your suggestions to the attention of the Commission Chair.  Signatures are required for all letters of suggestion.
 
Ron Center met with commissioners to discuss difficulties with staffing the Landfill with only two employees.
 
Shane Walker spoke with commissioners about purchasing a program for voice mail and auto-attendant for the courthouse switchboard.  Tindel’s Telephone has one that came out of a bank after only one month for $350, which he will still warranty.  It came out of the bank not because of any problems with the unit, the bank just switched programs.  Allen Warren made a motion to proceed with purchasing the phone program.  Jingles Endicott seconded the motion and all voted in favor.
 
Terri Johnson met with commissioners.  She’s working on the letter to send to the Sewer District landowners about the grinder pump electrical specifications, the hook-up fee and timelines for aspects of the project.  She needs to know the contact names for each section.  She’ll work on it and have a draft to the commissioners Friday.
 
Johnny Walker met with commissioners to discuss dealing with KDHE requirements for dumping demolished buildings.
 
Don George met with commissioners to work with them in applying for grant funds to make electrical and plumbing improvements to the facilities at Elm Creek Lake through the Community Fisheries Assistance Program (CFAP).  There are four phases proposed and Mr. George will submit the applications for us.
 
Mary LaRue stopped in to say she needs gravel in the 1500 block of 25th Street.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  Allen Warren made a motion to give Marty bidding authority on a Case 1085 Wheeled Excavator, general purpose bucket and swivel attachment, not to exceed $10,501, at an upcoming auction in Washington County.  Jingles Endicott seconded the motion and all voted in favor.
 
Bob Hill informed commissioners that he had a damaged culvert in the last snow storm, due to County vehicles performing snow removal.  He’s had it replaced.  Marty asked him to submit a bill to us and we’ll pay it.
 
Randy Case, Murphy Tractor, met with commissioners to discuss equipment financing options.  No action.
 
Commissioners signed permits for six firework stands throughout the County.  They were:

Leon Hester spoke with commissioners about recycling.  No action.
 
Joanne Long said that she sent out budget worksheets for County departments to be completed and returned by July 8th.  She asked who would be handling the Road & Bridge Fund and other Public Works Funds.  The commissioners and Marty will do those.  Joanne said that the originals are to be returned to her and the departments can present to the Board their requests.
 
Marty Pearson informed commissioners that he will not be here Monday.
 
Wayne Thorpe, Cheryl Bennett, Dean Bailey and Matt Elliott presented the Bourbon County Soil Conservation District’s 2012 budget request.  They also discussed their provided services.
 
Adam Feagins met with commissioners to find out what they’ve learned about the fenced, dead-end road he spoke with them about earlier.  No action.
 
Dennis Mann, Running Foxes Petroleum, met with commissioners to review the latest draft of a permit with the County.  He took it to his supervisors to sign and return it to us with payment.
 
Lois Coyan spoke with commissioners about changes to the Noxious Weed Department.  She asked if Lee can set up a post office box in Uniontown for the Barn for the increased correspondence he’ll have with the courthouse.  She also stated that UPS often delivers Lee’s packages to the Public Works Office.  After discussion, Allen Warren made a motion to lease a medium post office box at Uniontown, for $56.00 per year, for the Noxious Weed Department.  Jingles Endicott seconded the motion and all voted in favor.  We’ll just deal with other situations as they arise.
 
John Green, SEK Area Agency on Aging, presented his agency’s 2012 budget request and discussed the SEKAAA program.
 
Allen Warren indicated his interest in attending a seminar on County Government and Law, July 26th, at Wichita, through the KAC’s education program.  The other two commissioners will check their schedules to see if they are available to attend also.
 
Joanne Long reported that the July 1 estimated values show the County valuation up from November 2010 by 685,206.  That’s a bit of good news heading into budget season.
 
Terri Johnson met with commissioners to present a draft letter to residents of the sewer district on timelines and owner responsibilities.  She also informed commissioners that she will be re-filing on the remaining condemnation hearings.  She also stated that she has an order from Judge Smith to pay the Appraiser’s fees from the first hearings.  She will submit those bills to the Clerk for payment.
 
Terri also stated that she was working with Terry Sercer this morning on how her office deposits diversion fees.

The Bourbon County Commission met in open session with all commissioners present.  Tony George was also present.  Minutes of the previous meeting were read and approved.
 
Bills and payroll for the period were reviewed and approved.
 
Jingles Endicott made a motion to re-appoint Steve Sewell as Bourbon County representative to the Tri-Valley board, for a term of three years, effective July 1, 2011.  Allen Warren seconded the motion and all voted in favor.
 
Commissioners discussed the matter of employee suggestions.  Rather than have a suggestion box, they will put a letter in paychecks stating for employees to mail suggestions to the Chairman of the County Commission.  All suggestions need to be signed, also.
 
Lora Holdridge spoke with commissioners about the new mass appraisal system, Orion, and the cost per computer for licensing.  The certificate cost is a, one time, $126 per unit.  Lora has asked for the program to be loaded on all four computers in her office, and Joanne Long wants three for her office.  Though neither office requires having the program, the access to the information is helpful in doing day-to-day activities and assisting customers.  Jingles Endicott made a motion to purchase seven Orion licenses at $126 each, from the General Fund.  Allen Warren seconded the motion and all voted in favor.
 
Valorie Leblanc met with commissioners to discuss the Sewer project and paperwork needed for Bob Hosack from McInroy Contractors before additional payments are made.  She also discussed the number of grinder pumps needed versus the number in the original cost of the project.  One of the landowners with a vacant lot has now decided not to get a grinder for the lot.
