February 4, 2011      Friday  9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Charlie Elliott gave a road report.
 
Ron Center spoke with commissioners about a proposal to increase gate fees for Miscellaneous Solid Waste at the landfill.  It would supplement the increase from Allen County we pay and for increase in costs.  Our landfill is not funded with tax dollars, but must be self-sufficient with its fees.  His proposal is for a 5% increase for Bourbon County residents, raising the cost per ton by $1.93.  It also would increase the out-of-county fee by 30%, resulting in an increase of $3.33/ton.  Rates for 500# and less would see no increase for local, or out-of-county.  After discussion, Harold Coleman made a motion to approve the proposal, effective April 1, 2011.  Allen Warren seconded the motion and all voted in favor.  Ron will prepare signs to post, notifying everyone of the change.
 
There was also discussion of the proceeds of selling tracts of County land, which were part of the original landfill purchase.  It was discovered that those monies were deposited into the County General Fund.  Allen Warren made a motion to transfer those funds, totaling $51,954.03 back to Landfill, as we’re still paying off the original purchase from that fund.  Harold Coleman seconded and all voted in favor.
 
Keith Jeffers gave a report on the storm and upcoming forecasts.  He said there has not been a Presidential Declaration of Disaster, as there was not sufficient damage to qualify.
 
Joanne Long informed commissioners that Jimmy Nichols’ funeral service is Tuesday at 11:00 am at Cheney Witt Chapel.  Commissioners authorized closing the courthouse for employees to attend.
 
Lee Davis presented the 2009 annual Noxious Weed report and the 2012 plan.  Commissioners signed both.
 
Ann Ludlum presented the monthly progress reports for the Extension Office.
 
Joanne Long presented two Cereal Malt Beverage application requests for Rides in Fulton.  As they are new, the commissioners directed Joanne Long to notify the township board of the request, as pursuant to law.

Marty Pearson gave a road report.
 
Sheriff Gray spoke with commissioners about moving Logan Probasco, temporarily, to the Administrator position, as he’s doing the job now.  He’ll need to fill out a “Change to Payroll” form for the clerk’s office.
 
Terri Johnson met with commissioners to discuss an annexation to the City.  She’s working with Bob Farmer, but there are some details that need to be ironed out before we can proceed.
 
Mrs. Johnson also said that she’s working on a resolution for the sewer district.  No action at this time.
 
Joanne Long indicated she heard back from Freedom Township that they have no objections to the proposed Cereal Malt Beverage license applications for Rides in Fulton.  Therefore, commissioners approved the two licenses:  one to consume on the premises and the other to purchase in unopened containers to take away.
 
Keith Jeffers met with commissioners.  He informed them that he’s attending the Redfield City Council meeting tonight to discuss fire district issues.
 
Shane Walker presented more detailed information on the proposed leased copier for the Clerk’s Office.  This copier will save approximately $2,500 over three years, compared to Xerox.  No action at this time.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Jingles Endicott made a motion to go into executive session, for a period of 5 minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Harold Coleman seconded the motion and all voted in favor.  Those present for the session were the commissioners and Keith Jeffers.  The session began at 9:25 am and ended at 9:30 am with no action.
 
Keith Jeffers reported on the Redfield City Council meeting Monday night where they discussed fire district training requirements.
 
Keith also discussed an upcoming haz-mat drill at a local house which recently had a fire.  It’s an excellent training exercise for Fire District 3 and Fort Scott Fire.  All parties are working on all the legal and liability issues.
 
Allen Warren informed commissioners he won’t be here next Friday.
 
Valorie Leblanc reviewed a package of documents from McInroy Construction.  Jingles Endicott signed seven copies for the sewer district contract.
 
Allen Warren made a motion to adopt Resolution 08-11, accepting an annexation to the City of Fort Scott of Lots 14, 15 and 16, Gunn Park Addition.  Harold Coleman seconded the motion and all voted in favor.
 
Harold Coleman made a motion to sign a lease for a copier for the Clerk’s Office.  Allen Warren seconded and all voted in favor.
 
Joanne Long informed commissioners of the next 17-county meeting, Friday, March 25th, in Wilson County, at the Fredonia High School.

David Neville spoke with commissioners about a hit-and-run in the parking lot this morning.  He would like to see about installing a security camera to watch the south lot.  He will get a price and report back to the commissioners.
 
Doylene Chapman spoke with commissioners about issues she’s having with the time clock.
 
Terri Johnson spoke with commissioners about getting linoleum for the lobby of Attorney’s Office.  She will get prices and report back.
 
Commissioners left at 11:30 am to tour the new City Hall facility.

The Bourbon County Commission met in open session with Jingles Endicott and Harold Coleman present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Keith Jeffers reported that Redfield Fire Department got their FEMA grant for a new fire truck.
 
Commissioners received a request from Thomas Palzer to vacate a portion of Yale Road, between 267th Terrace, west to the dead end road at 255th Street.
 
Harold Coleman made a motion to re-appoint Jingles Endicott to the Bourbon County Economic Development Council.  Jingles Endicott seconded the motion and both voted in favor.
 
Jingles left at 10:20 am to attend a meeting at City Hall.
 
There being no quorum, the meeting adjourned.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Bills and payroll for the period were reviewed and approved.
 
Keith Jeffers met with commissioners.  He informed Marty and the commissioners that mitigation funds may be available to clear ditches.  He also informed commissioners of possible severe weather Sunday and Monday in the form of thunderstorms and hail.
 
Valorie Leblanc met with commissioners.  She needs commissioners’ approval on McInroy’s insurance cancellation policy, as it is not in line with Rural Development guidelines of 30 days.  McInroy’s is 15 days, the industry standard.  Harold Coleman made a motion to sign the acknowledgment form.  Allen Warren seconded the motion and all voted in favor.  The commissioners signed the form.
 
Terri Johnson presented commissioners with a proposed resolution the sewer district, involving deconstruction of holding tanks and compliance with the City of Fort Scott sewer codes.  Commissioners will review the document for Monday.
 
Mrs. Johnson also spoke with commissioners about a proposed computer usage policy for the County.  She would like to see an exception to allow department heads to give approval to their employees on sites they use for work, but would otherwise be prohibited.  This would involve the Attorney’s Office and Sheriff’s Department, mainly.  Allen Warren asked her to see what Allen County’s policy is.
 
Lastly, she’s got a lease agreement for housing a fuel tank at the water department which she is reviewing.

February 28, 2011     Monday         9:00 am
 
The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  He discussed needed improvements on Old Hwy 69 (215th St) and Soldier Rd as well as Quail and Yale Roads.
 
Bob Russell stopped in to discuss a bridge at 160th & Fern Road.  The north/south road (160th) needs markers and signs, he says, as the bridge is very narrow and a potential hazard.
 
After a lengthy discussion, Jingles Endicott made a motion to remove the Road & Bridge, Landfill and Noxious Weed departments from the Time Clock, at this time.  Harold Coleman seconded the motion and all voted in favor.
 
Terri Johnson met with commissioners to go over a proposed resolution for Bourbon County Sewer District #1, concerning holding tanks.  After making a few adjustments, Harold Coleman made a motion to adopt it as Resolution 09-11.  Allen Warren seconded the motion and all voted in favor.  It is to be published in the official county newspaper once a week for two consecutive weeks.
 
Commissioners discussed the computer and cell phone policies with the County Attorney.  No action.
 
Keith Jeffers stopped in to discuss a train fire that occurred on Sunday morning.  It was under control after about 30 minutes.
 
Mr. Jeffers also updated commissioners on the storm that blew through on Sunday evening.
