September 3, 2010    Friday  9:00 am
 
The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.  Minutes of the previous meeting were read and approved.
 
At 9:00 am, Terry Graham made a motion to go into executive session, for a period of five minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Marty Pearson and Shirley Goltra.  The session began at 9:00 am and ended at 9:05 am with no action.  The commissioners want to speak with the county attorney.
 
Marty Pearson gave a road report.
 
Terri Johnson met with commissioners about temporary bonds for the sewer district.  She only has one response, from Citizens, at 2.77% for 2 year maturity on $751,000 for construction line.  The commissioners want to speak with someone who works with bonds.
 
Eric Bailey met with commissioners to ask about a vicious dog ordinance that would apply to Marco Estates.  Someone was bitten from stray dogs running loose in the area.  Shirley Goltra gave him a copy of the resolution we have and Harold Coleman said he will speak with Sheriff Gray about the problem and have him follow up.
 
Stuart Porter and personnel from three grinder pump companies met with commissioners and several lake residents for an educational and informational meeting on the different types of grinder pumps available.  Those present were:  Eddie Stewart, JCI Industries, Dana Mullen, ITT Flygt, Mark Mayer and Rick Owens, Enviro-Line, Marvin Springer, Environment One Corp., John Bellerive, Haynes Equipment Co., Jim Gladbach, John Scott, Jack Hembree, Terry Parrott, Curt Shankel, Frank Halsey, Keith Jeffers, Tom McNeil and Valorie Leblanc.  No action.
 
Keith Jeffers spoke with commissioners about recent rainfall we received.  His office was flooded again.  He’s looking into one of his grants to help pay for repairs.
 
After routine business, the meeting adjourned at 1:15 pm.

The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.
 
Marty Pearson gave a road report.  The commissioners discussed road repairs and low water crossings due to the latest rains.
 
Keith Jeffers met with commissioners.  He updated commissioners on the weather situation for tonight.  We’re supposed to have severe storms tonight with possible tornadoes and a risk of flash flooding.
 
Tom McNeil spoke with commissioners about lagoons.
 
Sharon Baucom spoke with commissioners about needing gravel on her road on 238th St.  The commissioners will contact Marty about it.
 
Jerry Witt met to inform commissioners about indigent burials and the County’s financial responsibility.
 
Frank Lord met to discuss road problems in the Uniontown area.
 
After routine business, the meeting adjourned at noon.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Bills and payroll for the period were reviewed and approved.
 
Marty Pearson gave a road report.
 
Cynthia Wilson and Keith Johnson, Colonial Life, discussed the changes in the Health Reform Bill and what they will mean for the County.
 
Gene Parker met with commissioners to say that the County left brush in his ditch.  They will speak with Marty.
 
Jimmy Nichols met with commissioners to request use of the van to pick up the Half Pint Brawlers from the airport on Saturday.  The commissioners approved the request.  Then, Jimmy asked Joanne Long if she would pick them up, as he has no one available at that time, due to the track and field events of the day.  She agreed to pick them up.

The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.
 
David Neville spoke with commissioner about lightning damage we received this week.  There will be an insurance adjuster here today to assess the damages.  Shane Walker is compiling a list of computer items affected.  Also, two sewer pumps broke down this week, too.  We’re currently running on a temporary pump.  The cost to replace the pumps is approximately $1,000 each.

Ann Ludlum met with commissioners to say that they are still considering joining an extension district.  They will be having a meeting and invited commissioners to join them.
 
Marty Pearson gave a road report.  He says they have hauled a lot of gravel and are still hauling due to all the rain and storms we’ve had.  They’re working on the low-water crossing on Deer Road.  Marty will not be here on Friday, September 24th, as he’ll be attending a meeting in Gardner, Kansas.
 
Terri Johnson and Valorie Leblanc met with commissioners about the sewer district.  They need to send out more informational letters to the owners and to have a reply back by October 1st.
 
Harold Coleman made a motion to go into executive session, for a period of five minutes, under the attorney/client privilege exception to the Kansas Open Meetings Act, to discuss possible litigation.  Terry Graham seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson and Shirley Goltra.  The session began at 11:25 am and ended at 11:30 am with no action.
 
After routine business, the meeting adjourned at 12:15 pm.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meetings were read and approved.
 
Bills and payroll for the period were reviewed and approved.
 
Marty Pearson gave a road report.
 
Lorna and Larry John Slater, Hiattville, met with commissioners to discuss the parking lot at the Methodist Church.  It’s used for life flight and as a storm shelter to the public, and they are asking for the County to asphalt the lot.  They are willing to pay for supplies in the amount of $2,500.  Marty will look into it.  They also spoke about the speed limit on Diagonal Road.

Harold Coleman made a motion to purchase from CPS. Jingles Endicott seconded the motion and all voted in favor.
 
Joanne Long asked commissioners if the county will help pay for flu shots this year.  The cost from the Health Department is $25 total, and the County usually pays half.  The commissioners approved paying half the cost of flu shots for County and Courthouse employees.  Joanne will set it up with the Health Department.
 
Keith Jeffers met with commissioners.  He presented them with a proposed Memorandum of Agreement for a Vulnerable Needs Registry.  This is a voluntary registry for people with special needs, whether they are known allergies, required medications, needs for ADA assistance, etc., for times of emergency.  Only three people in the County will have access to the list.  He suggests himself, the sheriff and the county clerk.  Jingles Endicott made a motion to authorize the chairman to sign the memorandum of agreement.  Harold Coleman seconded the motion and all voted in favor.
 
Brian Wade spoke with commissioners about roads in his area which he feels need the Roanoke.  He also requested a stop sign going into Missouri.
 
Susan Quick met with commissioners to update them on improvements to the Vehicle Office.  She said the State is putting in new programming and supplying us with all new computers for the employees.  This will require a re-model of the office, to allow for four work-stations.  She said that all remodel costs will come from the Vehicle Fund.
 
Terri Johnson met with commissioners.  She said that Rural Development has concerns with agreement we have with the City on the sewer district.  She said we need to revise and re-submit it.  She’s also working with a bond attorney on the district.
 
Terry Graham signed a request for payment of CDBG funds for the Drywood Township project.
 
Ronnie Brown also met with commissioners about the Hiattville Methodist Church parking lot.  He also asked about sanitary codes for Cedar Creek.  We haven’t gotten them back stating they are approved yet.
 
Valorie Leblanc informed commissioners there will be a meeting Thursday evening in the courtroom with people from the sewer district to meet with Stuart Porter on clarification of the sewer line, timelines, etc.
 
Joanne Long inquired about Connie May’s request about her fence in Garland.  The commissioners will allow her to erect a fence on the other side of the sidewalk, but will not donate any land to her.
