October 1, 2010  Friday        9:00 am
 
The Bourbon County Commission met in open session with all commissioners present.  Tony George was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Fort Scott City Manager David Martin and FSCC President Clayton Tatro met with commissioners to discuss an Energy Manager Grant application from the Fort Scott/Bourbon County Coalition.  After discussion, Harold Coleman made a motion to sign a letter of support for the grant.  Jingles Endicott seconded the motion and all voted in favor.
 
Doylene Chapman spoke with commissioners about re-printing the 911 maps.  The 911 fund may pay for the maps.
 
Darrell Bloomfield and Laura Moore met with commissioners.  The Garland Community Center is near complete and there is about $7,400 in funding left.  They would like to gravel the parking lot and alley with the money.  They asked commissioners for the County to supply the labor if the Township would purchase the materials.  Commissioners approved the request.  Doylene will provide the information required for the in-kind work.
 
Terry Graham made a motion to go into executive session, for a period of ten minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Harold Coleman seconded the motion and all voted in favor.  Those present for the session were the commissioners.  The session began at 10:37 am and ended at 10:47 am with no action.
 
Terri Johnson and Valorie Leblanc met with commissioners to update them on the sewer district informational meeting held in the courtroom last night.  She said we need a new resolution for the district, reflecting the cost increase, discussed at a public hearing in February.  She also discussed concerns some residents had with the county easements, should the district not go through.  Some of the residents were also concerned when the $1,000 was due.  After discussion, Terry Graham made a motion to adopt Resolution 21-10, reflecting the new figures for the sewer district.  Harold Coleman seconded the motion and all voted in favor.  Terry Graham then made a motion to adopt Resolution 22-10, stating that Bourbon County will return the easements, should the sewer district be dissolved.  Jingles Endicott seconded the motion and all voted in favor.
 
After routine business, the meeting adjourned at 12:30 pm.

Charlie Blevins asked commissioners if they’ve come to a decision on his request for a sign prohibiting bobcats on his road.  The commissioners said if they did it for his road, it would have to be for the whole County.
 
Terri Johnson updated commissioners on the sewer district.

The Bourbon County Commission met in open session with all commissioners and county clerk present.  Minutes of the previous meetings were read and approved.
 
Marty Pearson gave a road report.
 
Christine Peterson met with commissioners asking for limited access to a portion of the east side of Lake Fort Scott, with three houses on it, to prevent vandalism.  The commissioners will look into it.
 
Ann Ludlum, Allen Warren, Rhonda Hoener, Pete Wiley and Jim Womeldorff met with commissioners to discuss joining the Southwind Extension District with Allen and Neosho Counties.  The Bourbon County Extension Board unanimously wants to join.  Jingles Endicott made a motion to adopt a resolution to join the Southwind Extension District.  Terry Graham seconded the motion and all voted in favor.  The resolution will be published twice, and provided there is no protest petition, we will join the District July 1, 2011.
 
Valorie Leblanc, Terri Johnson, Curt Shankel and John Scott met with commissioners to discuss the sewer district progress.  They also asked for a letter of the sewer district board and their terms, as part of the required paperwork.  The board is:

Pam Stanton, Liberty National, met with commissioners.  She sold group term life insurance to the employees six months ago.  Now, a cancer plan is available.  After reviewing the plan, commissioners approved her offering it to employees during open enrollment.

Marty Pearson gave a road report.
 
Gene Parker met with commissioners to ask for clean-up of alleyways, mowing and culverts replaced in Garland. 
 
Terri Johnson asked commissioners for and executive session, at Marty’s request.  Terry Graham made a motion to go into executive session, for a period of five minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Harold Coleman seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson, Marty Pearson and Joanne Long.  The session began at 9:10 am and ended at 9:15 am with no action.
 
Shane Walker asked for official word from the commissioners as to assigned parking in the west lot.  The commissioners complied.  After discussion, the commissioners asked David Neville to draw up a diagram with the current spaces noted and a blank for any possible changes.
 
Joanne Long informed commissioners of the upcoming 17 County meeting in Neosho County, Friday, November 12th.  No commissioners will attend.
 
Sheriff Gray and Terri Johnson met with commissioners and asked for an executive session.  Harold Coleman made a motion to go into executive session, for a period of 10 minutes, under the attorney-client privilege exception to the Kansas Open Meetings Act, to discuss litigation.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson, Ron Gray and Joanne Long.  The session began at 10:37 am and ended at 10:47 am with no action.
 
Harold Coleman made a motion to go into executive session, for a period of 10 minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Terry Graham seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson, Ron Gray and Joanne Long.  The session began at 10:48 am and ended at 10:58 am with no action.
 
Curt Shankel and John Scott met with commissioners.  Terri Johnson and Valorie Leblanc were present.  They discussed progress with the sewer district.  The attorney believes we will only have to condemn three properties.
 
Shane Walker met with commissioners.  The plotter map is dying.  He has a quote but the commissioners want him to get a couple more and present them to the Board.  Shane gave commissioners an overview of information he learned at a GIS conference this week.  He said he also talked several hours with the cartographer who drew our flood plain map.
 
Lora Holdridge worked 6 ½ hours on Monday to record the sewer district easements.  Rather than get paid for the extra time, she’d prefer to convert it to vacation time.  As that is the equivalent of Comp. Time, that would convert to 9 ¾ hours vacation.  Commissioners approved the request.
 
Lee Davis spoke with commissioners about tires.  No action at this time.

October 18, 2010               Monday         9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.
 
David Neville presented commissioners with the diagram of the west parking lot, as requested.  Commissioner viewed the lot.  No action at this time.
 
Mike Hueston, Mayor of Mapleton, met with commissioners to ask for the ditch at the northeast corner of 4th and Liberty be cleaned out.  It keeps washing out.  He has already spoken with Marty about it.  He also needs rock in the ditch along the south end of the arena to keep it from washing out.
 
Stuart Porter met with commissioners with a sewer district update.  Curt Shankel, Jim Gladbach, John Scott and Terri Johnson were present.  He needs direction on the location of grinder pump on lots that will be condemned.  Commissioners feel if we have to condemn them, we shouldn’t go out of the way to help the landowner, but should put the grinder pump in the most logical spot.  Stuart said that he was asked at the informational meeting about generator receptacles for the grinder pumps.  They don’t come standard but can be added for just over $200 each.  We should send a letter to the owners to see who is interested in one and make arrangements for payment.  Commissioners said it was okay to run the line in the county ditch along Indian Road.  We will not be seeding after putting ground back after installation.  They agreed not to leave any rocks greater than 2” on the surface.  County paved roads will be bored and they will do open trenching on gravel roads.  Stuart will coordinate with Doylene for required permits.  Curt Shankel asked about surge protectors.  They are not included.
 
Richard Johnson, Foley Equipment, dropped in to see the commissioners.  He said that Martin Tractor was purchased by Foley Equipment.  No action.
 
Larry Sharp, KCAMP, met with commissioners.  This summer, KCAMP conducted appraisals on county properties.  There was a slight difference in our building and contents as a result of the appraisal, but it should have no adverse affect on our rates.  It’s just a more accurate figure for the insurer.  They will probably do this every 3-4 years.
 
Frank Miller met to ask commissioners about setting up to be billed at the Landfill.  Commissioners advised him to speak with Lois Coyan.

Terry Graham made a motion to purchase from Salina Blueprint.  Harold Coleman seconded the motion and all voted in favor.
 
Joanne Long informed commissioners that employees began using the time clocks today.  She asked what to do about exempt, non-elected personnel.  We have four such persons.  Two were hired with no sick and vacation time and the other two were workers who were elevated to exempt status, so they maintained their sick and vacation.  She suggested paying off sick and vacation like we would if they quit, which was done when Long, Elder and Quick were elected to their positions.  The commissioners want to think about that for the weekend. 
 
Terri Johnson met with commissioners.  She discussed the Wade Aluminum situation and presented a resolution for commissioners to approve.  It is Resolution 24-10 and it concerns the temporary notes for the sewer district.  Terry Graham made a motion to adopt Resolution 24-10.  Jingles Endicott seconded the motion and all voted in favor.
 
Terri Johnson asked commissioners for a brief executive session.  Terry Graham made a motion to go into executive session, for a period of two minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson and Joanne Long.  The session began at 10:05 am and ended at 10:07 am with no action
 
Howard and Dorothy Kivett met with commissioners to discuss the section of Indian Road in front of their house where there was a fatality accident this week.  Mr. Kivett said that there have been thirteen accidents with varying degrees of severity and four fatalities in that 1/8 mile since they’ve owned their house.  They would like the commissioners to have an engineer look into the road there, and they also suggested lowering the speed limit.  Commissioners will view the road on Monday.
 
Lee Davis informed commissioners that he’s getting prices for tires for his truck.
 
Keith Jeffers informed commissioners that he was involved this week with a safety assessment of USD 234 schools.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Bills and payroll for the period were reviewed and approved.
 
Marty Pearson gave a road report.  He informed commissioners that he won’t be here on November 1, 2 or 4.
 
Commissioners left at 9:30 am to view a portion of Indian Road, in front of Howard Kivett’s house.  They returned at 10:30 am.  They will put reflectors on either side of the culvert where the site of the recent accident was.  They will also be filling in a low spot in front of Mr. Kivett’s property, however that spot was not involved in the accident.
 
Lee Davis called in to purchase two tires.  The commissioners approved purchasing the two cheapest.
 
Jesse Beerbower asked about going back to billing every two weeks at the landfill.  The commissioners have no problem with that, provided he is current with us at this time.  He will need to verify this with Lois Coyan in the Public Works department.
 
Don Banwart met with commissioners about the County’s 911 maps.  We are out from our initial supply and the company which made them no longer makes maps and will not respond to give us the image.  The map is currently copy write protected, so we’ll need another image.  The commissioners spoke with Shane Walker, who has our images.  They will work together to get an image for Mr. Banwart to print for us.

The Bourbon County Commission met in open session with present.  Joanne Long was also present.  Minutes of the previous meetings were read and approved.
 
Marty Pearson gave a road report.  He also reported on recent vandalism at the landfill.  Also, someone’s been dumping at the old landfill.
 
Rick Owens, EnviroLine, met with commissioners.  He met with commissioners about grinder pumps prior to Labor Day.  He’s here to follow-up to see where everything is.  He spoke with the engineer on project and was told as directed by commissioners to design around the Environmental One pump.  He says that’s a great pump.  The commissioners haven’t decided on a particular pump yet, but that’s the one many of the residents seem to like.  He requested to be able to participate in the bidding process.  Commissioners said that will be open.  The commissioners asked where EnviroLine products are shipped for repairs.  Mr. Owens said they would go to either Osawatomie or Osage Beach.
 
Sheriff Gray, Jimmy Nichols and David Neville met with commissioners.  They said they disposed of the old 4-wheeler.  The snow blade we have will not fit on the new 4-wheeler.  There is a blade offered for the new machine.  It is a 72” and is $2,200 installed for hydraulic or $1,300 for a winch.  They also hope to trade in the old blade to cut off some of the price.  Commissioners approved purchasing the hydraulic blade, as it will be more beneficial for their use.  This is being purchased from the inmate account.
 
Keith Jeffers met with commissioners to give a report on Emergency Management issues.  He informed commissioners that he deposited $16,796.43 from the Emergency Management Performance Grant.  He also discussed radio narrow banding to take effect in 2013.
 
Lee Davis presented quotes for two Firestone HT tires.  They were:

Commissioners approved purchase from Judy’s.
