- The Bourbon County Commission
met in open session with all commissioners and the county clerk present.

- Sheriff Gray and Jimmy Nichols
met with commissioners to announce that Ron, Jimmy and three other staff
have been selected by the Department of Justice to head up one of five 5
man teams to go to the Department of Justice, in either Washington, DC or
in Colorado, to help write new guidelines for an inmate management
behavior program. The commissioners offered their congratulations. All
expenses will be covered for the trip from the Federal Government.

- Marty Pearson gave a road
report.

- Marty Pearson and Lois Coyan
spoke with commissioners about a person who had a 24’ culvert installed
and wanted to increase it to a total of 40’. Public Works put in
additional 16 and a band to tie them together. Lois sent a bill for the
additional 16’ and the band. The landowner refuses to pay for it citing
he is a taxpayer. The commissioners said to bill him for it and put it as
an assessment on the property if he refuses to pay.

- Charlie Elliott spoke with
commissioners about a problem he’s having with a person in his area who
continues to harass him about his graded roads. He’s been threatened by
this person and is afraid something may happen. He shows up anywhere
Charlie is in his district. Harold Coleman said he will speak with the
person to see if he can settle things.

- Ann Ludlum wants to know if
any commissioners will be attending the annual meeting Monday night. She
said that spouses are welcome. No commissioners will be attending.

- Joanne Long asked
commissioners what to do about Shane & Marty’s sick and vacation time. If
we can settle this, all non-elected exempt personnel will be the same.
Marty Pearson said it doesn’t matter to him and Shane has already said
he’d like to get them paid off and removed. Commissioners agreed to pay
off Marty Pearson and Shane Walker, as if they were leaving employment,
and wiping their sick and vacation time away. This is what was done for
Joanne Long, Susan Quick and Sharon Elder when they moved up from office
staff to elected positions. All commissioners were in agreement with this
decision.

- Terri Johnson, Delwin Mumbower
and Lou Howard met with commissioners about the lease purchase of a truck
for Fire District 3. The commissioners set up Fire District 3 under a
statute which gave them a board of trustees, which has final authority on
expenditures. However, they submit a budget to the County Commissioners
for approval each July. Terry Graham made a motion to authorize Terri
Johnson to act as legal counsel to Fire District 3, on a limited basis.
Harold Coleman seconded the motion and all voted in favor. Terri Johnson
indicated that she’ll need some information from Delwin to give counsel on
the lease purchase, including minutes of the meeting and bid procedures.

- Terri Johnson spoke with
commissioners about the sewer district. The Sauerwein’s have a trailer on
their lot, as was demanded by the City in order to purchase it. It has
electricity but no running water, and there’s no active holding tank.
They don’t want to install a grinder pump at this time. The commissioners
said if they remove the trailer, it will be a vacant lot. Then, they can
forego the grinder pump and have no debt repayment. The only way they
will allow this is to remove the structure and have no holding tank.

- Ron Center spoke with
commissioners about tire removal. The Chanute landfill, where we take
them, has doubled their prices from $60/ton to $120/ton for discarding
now. He’s been looking for someplace else to take them. Yoho Tire in
Yates Center is an option, but Champlain Tires at Weir is $100/ton with
rims. Weir is closer and less expensive than Chanute. He also asked
commissioners to increase our prices for taking tires at our landfill to
make up the difference of the increase. He said we haven’t had an
increase since 1988. Jingles Endicott made a motion to increase Bourbon
County’s prices for accepting tires to:

tires $ 1.75 each (no rims)
- Tires up to
10 x 22 $ 5.25 each
- Tractor
tires up to 18R x 46 $25.00 each
- Car tire
with rims $ 3.50 each

- Terry Graham seconded the
motion and all voted in favor.

- Bill Danley met with
commissioners to ask about a cemetery south of Mapleton which needs
cleaned up. It’s not listed as a cemetery on any of our maps. It’s not a
family cemetery. Jingles located the deed where the property surrounding
it was transferred to Karns, but specifically mentions excluding that part
which is a cemetery. The township is willing to maintain it. There would
need to be help to the road to it. The commissioners will research it
further.

- Joanne Long asked
commissioners if they would sponsor a location for health screenings for
our insurance. The commissioners were not interested.

- Joanne Long asked if they’ve
made any decisions on the west parking lot. They have not but will
discuss it on Monday.

- Terri Johnson came back after
speaking with the Sauerweins. They are now interested in saying yes to a
grinder pump, but not installing it right away. This way, they would pay
the debt repayment and wouldn’t have to pay extra at a later date to get a
grinder pump if/when they decide to improve their lot. The commissioners
will verify that’s allowable with the engineer. They do recommend
installing the casing now, even if they hold off on putting in the pump,
as it would save money for them.

- Joanne Long presented a
request for a vacation of roads in Marco Estates. Commissioners set a
public hearing for 10:00 am on December 10th to hear about it.
Joanne Long will proceed with the requirements.
