- The Bourbon County Commission
met in open session with all commissioners and the county clerk present.
Minutes of the previous meeting were read and corrected.

- Marty Pearson gave a road
report.

- Rudy Simpson, Pleasant View
Cemetery, asked commissioners for work on the roads leading to the
cemetery. He said the 11” of rain the last two weeks has destroyed them.
Marty said they’re working down there as we speak.

- Clayton Tatro and Diana
Mitchell, YAT Team, met with commissioners to inform them that there will
be another fund-raising concert held on Saturday, November 13th,
at the Bourbon County Fairgrounds. This years’ artist will be Country
singer, Luke Bryan. There will also be a local rodeo at the college in
conjunction.

- Jimmy Nichols met with
commissioners. He said the intercom system in the jail needs repairs or
replaced. He has two quotes from Matt Brock Electric:

Brock Electric—Replace Top Box Only for $3,868.30

- Jingles Endicott made a motion
to go with replacing the Top Box only for $3,868.30. Terry Graham
seconded the motion and all voted in favor.

- Lee Davis presented phone
quotes for 200 gallons of Pasturgard. Two quotes were received:

CPS @ $45.97
per gallon =$9194.

Van Diest @ $45.99 per
gallon =$9198.

- Terry Graham made a motion to
purchase from CPS for $9,194. Jingles Endicott seconded the motion and
all voted in favor.

- After discussion, Terry Graham
made a motion to allow the caretakers to live at Elm Creek rent free as
long as they are employed by the County. Harold Coleman seconded the
motion and all voted in favor.

- Joanne Long announced that
Advance Voting for the Sales Tax Special Question Election is available
now. The election date is June 15, 2010.

- Terri Johnson met with
commissioners and requested an executive session to discuss possible legal
action. Terry Graham made a motion to go into executive session, for a
period of ten minutes, under the attorney/client privilege exception to
the Kansas Open Meetings Act. Harold Coleman seconded the motion and all
voted in favor. Those present for the session were the commissioners,
Terri Johnson and Joanne Long. The session began at 10:44 am and ended at
10:54 am with no action.

- Charlie Blevins met with
commissioners to discuss prior commission minutes.

- Laura Brown spoke with
commissioners about land in Hiattville. She received some land in a
divorce that is next to County-owned land from a vacated railroad
right-of-way. She would like to see about the County disposing of it and
deeding it to her. It was originally left in the County’s name because
the fire station wanted to use it for excess parking. However, they are
not maintaining it so she would like to have it, since it is adjacent to
her property.

- Gary Jones spoke with
commissioners about roads and bridges.

- Terri Johnson returned to
speak with commissioners and asked for an executive session to continue
their prior discussion of possible legal action. Harold Coleman made a
motion to go into executive session, for a period of 5 minutes, under the
attorney/client privilege exception to the Kansas Open Meetings Act to
discuss possible legal action. Terry Graham seconded the motion and all
voted in favor. Those present for the session were the commissioners,
Terri Johnson and Joanne Long. The session began at 11:49 am and ended at
11:54 am with no action.

meeting adjourned at 12:05 pm.
