March 1, 2010          Monday         9:00 am
 
The Bourbon County Commission met in open session with Terry Graham and Harold Coleman present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Keith Jeffers met with commissioners to discuss generators.
 
Curt Shankel met with commissioners.  He and Terry Graham went to meet with City officials about the proposed inter-local agreement for the sewer district.  They left at 9:55 am and returned at 10:35 am.
 
Norman Doughty and Mike Bloomfield met with commissioners to ask to clear trees in the right-of-way across from the Sale Barn.  After discussion, it was decided to decline the offer for safety and liability reasons.
 
At noon, the county commissioners met with City commissioners at City Hall to discuss the armory.  Those present were:  Bourbon County Commissioners Graham and Coleman County Clerk Joanne Long, City Commissioners Adams, Parker and Mason, City Manager Joe Turner, Police Chief Ron Puterbaugh, Sheriff Ron Gray, Undersheriff Bill Martin, Finance Director Susan Brown, Economic Development Director Dale Bunn, and City Clerk Diane Clay.  Joe Turner asked the County if it is interested in acquiring the Armory for any purposes, such as the Sheriff, Emergency Management or storage.  The Sheriff feels he needs a new jail, not a new office and he can’t be away from the jail or district court.  He’s not interested.  We also don’t have funds to purchase it for Emergency Management or storage at this time.  City officials have also been speaking with the community college.  There was discussion of moving City Hall out of Memorial Hall.  Would the County have interest in this building?  The County would not be able to use Memorial Hall for its cost either.  The City hopes to make a decision about the future of the Armory around May 1st
 
There was also discussion of the County-wide one-cent sales tax.  It expires on June 30, 2011.  If we want to try to renew it, we will need to hold a Special Election this spring so that when 2011 budgets are completed in July, the cities and county will know if it will continue.  The possible date for such an election was tentative to the first of June so that information can be distributed about the tax and what it brings in and what those funds are used for by the cities and the county.
 
City officials invited everyone to a closing ceremony tomorrow at 5:00 pm at the armory.

The Bourbon County Commission met in open session with Terry Graham and Harold Coleman present.  Joanne Long was also present.
 
Marty Pearson gave a road report.
 
Tom McNeil discussed sanitation issues.
 
Lee Davis presented chemical quotes at 10:00 am.  Three were received.  They were:

Terry Graham made a motion to accept the quote from Van Diest for $7,294.50.  Harold Coleman seconded the motion and both voted in favor.
 
Mr. Davis also spoke about EPA regulations that have been interpreted differently recently, that will require us to obtain a permit to spray within 50 ft of a body of water, starting April 2011.  He will keep the commissioners informed on this subject.

March 12, 2010        Friday  9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meetings were read and approved.
 
Bills and Payroll for the period were reviewed and approved.
 
Keith Jeffers met with commissioners.  He said a Federal Disaster has been approved for the winter storms.  Meetings will be coming soon with FEMA.  He also needs commissioners to sign a new form concerning our 800MHz radios.  It’s the same letter we signed two years ago, they just need it again.  Commissioners signed the letter.

Marty Pearson gave a road report.  He learned that the County can get approval to run red diesel in the trucks, provided we get an exemption from the Kansas Department of Revenue.  He also presented culvert quotes.  Three were received:

Jingles Endicott made a motion to purchase from Judy’s Iron & Metal, Inc., as it is local and less than 10% higher than the lowest out-of-town quote.  Terry Graham seconded the motion and all voted in favor.
 
David Neville reported back on the radiator situation in the basement office. It’s installed and working good now.  Do we want to replace the one in the next room now?  It also shows that it is leaking.  The commissioners would like to look at the other.  After viewing the recently repaired one, the commissioners approved fixing the other.
 
Curt Shankel met with commissioners to discuss the proposed inter-local agreement between the City and County for the sewer.  No action at this time.
 
There was discussion of the countywide sales tax.  We will hold a special election for it later this spring so that we will know its future in time to prepare the 2011 budgets.

The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  The commissioners also discussed roads which need attention with him.
 
Bob Childers, 2389 Ironwood Rd., met with commissioners to discuss road maintenance.  He would like some gravel on his road.  He mentioned that his road was left off the 911 maps when they were printed and wonders if that’s why it’s not been maintained.  Marty said he will try to get a truck out there tomorrow.  He also said that Doylene and Lois have been working on updating the road maps.
 
Terry Graham signed the annual mine report for Public Works.
 
Morris Nelson stopped in to ask commissioners about gravel also.
 
Keith Jeffers presented commissioners with three copies of a Lake Fort Scott Emergency Plan from Ag Engineering Associates.  Commissioners signed all three copies of the plan.
 
Terri Johnson asked commissioners for approval to purchase a new computer for her office.  She has the money in her budget.  Commissioners approved the request.

Terry Graham made a motion to accept the quote from Welborn Sales.  Harold Coleman seconded the motion and all voted in favor.
 
Darrin Petrowsky, KDOT, met with commissioners.  He reported that recent cuts at the state have cancelled our K65 and K31 projects.  Also, we’re probably not going to do the US 69 patching project either.
 
Elizabeth Thole met with commissioners, on behalf of Running Fox Petroleum, asking for a road cut.  It’s from the intersection of K65 and 55th St, 350’ north and 350’ south.  They want to make the cuts in about a week and a half.  We will need a new insurance bond, as the one we have on file expired in mid-January.  The commissioners asked her to return Monday, after we’ve received the copy of the insurance bond, and the commissioners will sign it then.
 
Terri Johnson met with commissioners to discuss the sewer agreement.
 
Keith Jeffers discussed Emergency Preparedness items, including upcoming inclement weather.

March 22, 2010   Monday      9:00 am
 
The Bourbon County Commission met in open session with Jingles Endicott and Harold Coleman present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Joanne Long asked commissioners if they are going to let the Elm Creek hay out to bid this year.  We’ve had inquiries.  No action yet.
 
Keith Jeffers met with commissioners.  It’s recommended that we pass a Disaster Declaration to recover costs from the storm over the weekend.  Jingles Endicott made a motion to adopt Resolution 09-10, a disaster declaration.  Harold Coleman seconded the motion and both voted in favor.
 
Marty Pearson gave a road report.
 
Pam Stanton, Liberty National Life Insurance, met with commissioners to ask that her company be able to sell to County Employees.  This insurance is good until age 100, never has a rate increase, nor a benefit decrease.  Commissioners authorized the company to offer the insurance to employees.

March 26, 2010        Friday  9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  He informed commissioners about recent break-ins at the landfill.  He also discussed part-time summer help and who is responsible for maintaining roads in the Industrial Park.  No action.
 
Terry Graham made a motion to adopt Resolution 10-10, the Elm Creek Hay bid for 2010.  Harold Coleman seconded the motion and all voted in favor.  Sealed bids will be accepted until 4:30, April 15th and opened at 10:00 am, Friday, April 16th.
 
Laura Moore met with commissioners with a change order for the Drywood Township project, due to the asbestos removal and the location of the parking lot.  For the asbestos removal, we originally thought it would only take one Dumpster, but we needed three.  Also, they need to move the parking lot from the south side to the east.  The total amount of the change order is $14,550, which takes into account the cost of the parking lot for its original location and the move.  The grant will pay for this because the cost came in under budget.  Harold Coleman made a motion to accept the change order.  Jingles Endicott seconded the motion and all voted in favor.
 
Joanne Long asked commissioners to remind Nina Yakel to turn her bills in weekly so they can be paid in a timely manner.
 
Brad Peel, FSHS After-Prom, met with commissioners to ask for sponsorship.  The After-Prom is a safe, alcohol and drug free event for the students.  After discussion, the commissioners agreed to donate a total of $50 to FSHS for their After-Prom and SOS parties, from the Special Parks and Recreation Fund.
 
Keith Jeffers reported on emergency preparedness items.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Bills and payroll for the period were reviewed and approved.
 
Phillip Fishburn, Midwest Assistance Program, and Curt Schankel met with commissioners to discuss the sewer agreement and other aspects of the sewer project.
 
Judy Wallis, County Appraiser, met with commissioners.  Valuation notices are going out April 1st.  Real Estate is down a bit, except for new construction.  Ag land is down again for the most part.  GIS mapping corrected acreage from the old maps, so that will change some things.  She encouraged commissioners if they hear anything from people once they receive their value notice to direct them to the Appraiser’s Office for discussion and a possible hearing.
 
Drywood 4-H Club has a project to plant flowers.  Would the County purchase the flowers and let the Club plant them to her design?  The Commissioners agreed.
