June 4, 2010  Friday  9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.
 
Lee Davis called in phone quotes for 50 gallons Remedy.  They were:

Terry Graham made a motion to purchase from Van Diest at $54.20/gallon.  Harold Coleman seconded the motion and all voted in favor.
 
Joanne Long presented the 2011 budget requests for County Clerk and Election.
 
Tom McNeil presented the annual LEPP grant for approval.  Harold Coleman made a motion to sign the grant application.  Jingles Endicott seconded the motion and all voted in favor.  Chairman Graham signed the grant documents.
 
Valorie Leblanc and Terri Johnson met with commissioners to say they are finishing up on the easements for the Sewer District.
 
They also asked commissioners for an executive session to discuss non-elected personnel.  Terry Graham made a motion to go into executive Session, for a period of 10 minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Harold Coleman seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson, Valorie Leblanc and Joanne Long.  The session began at 10:38 am and ended at 10:48 am with no action.
 
Keith Jeffers gave a report on Emergency Preparedness.
 
Joanne Long discussed bills for persons arrested by FSPD and taken to medical or mental health facilities who were never admitted to SEKRCC.  According to Terri Johnson, the county is liable for these bills because they were charged with violations of State law.  The commissioners authorized paying them out of the Correctional Center budget.

June 7, 2010  Monday         9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.
 
Jingles Endicott made a motion to approve RFP #4 for Drywood Township’s project in the amount of $23,468.  Terry Graham seconded the motion and all voted in favor.
 
Karen Paddock spoke with commissioners about moving her storage back.  She said the boxes can’t be stacked over three high and there are over 1,100 of them.  The inmates can’t cross the state line.  She thinks there are people on Community Service that can help, but they would need to be supervised to the boxes don’t get mixed up.  The commissioners went to the basement to view some of the boxes to get an idea of the size dimensions and will look into getting the moving lined up.
 
Doylene presented the monthly sales tax report for the Landfill.  Terry Graham signed it.
 
Bill Keith met with commissioners to discuss the vertical expansion at the landfill.  He said we’re having problems getting it implemented.
 
Valorie Leblanc and Terri Johnson met with commissioners to request an executive session to discuss non-elected personnel and possible litigation.  Harold Coleman made a motion to go into executive session, for a period of ten minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Terry Graham seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson, Valorie Leblanc and Joanne Long.  The session began at 10:49 am and ended at 10:59 am with no action.
 
Terri Johnson also discussed easements for Lake Fort Scott for the Sewer District.
 
Ann Ludlum, Fred Wunderly, Linda Minor, Alicia Jackson, Delta George, Rhonda Hoener, Jim Womeldorf, Allen Warren and Dr. JD McNutt met with commissioners to present the 2011 Extension Council budget request.  They also indicated they would like to pursue talks of joining and Extension District with Allen and Neosho Counties.

Harold Coleman made a motion to purchase from CPS for $53.90/gallon.  Jingles Endicott seconded the motion and both voted in favor.
 
Doylene Kennedy gave commissioners information about the five-year bridge plan.
 
Delwin Mumbower and Keith Jeffers met with commissioners to discuss the mutual aid between Allen County and Mercy Health Systems for ambulance service.  We’re still waiting on a copy of the agreement.

June 14, 2010     Monday      9:00 am
 
The Bourbon County Commission met in open session with all commissioners and Shirley Goltra present.  Minutes of the previous meeting were read and approved.
 
Bills and Payroll for the period were reviewed and approved.
 
Eric Ferrell and Steve Robb, Alliance for Technology Commercialization (ATC), met with commissioners to discuss their functions.  They are requesting commissioners to be added to the 2011 County budget, in the amount of $1,800, to assist them due to operational funding reductions they have faced.  They are requesting funding from 7 counties in the area.  The commissioners will consider the request.
 
Sharon Elder spoke with commissioners about Real Vision Imaging (RVI).  Because we’re with CIC, we will no longer need RVI.  RVI pro-rated our bill, but needs a signature to pay the remaining $750.  Terry Graham signed it.
 
Terry Sercer met with commissioners to go over the 2009 audit.  Sheriff Ron Gray was present for the discussion.  Mr. Sercer went over internal controls of the Inmate Fund.  He also discussed control procedures for purchasing/credit cards the County uses.  He also discussing timely receipting and depositing.  He stressed that the County needs to know what’s going on with every purchasing/credit card and has official procedures for the use of same.
 
Mr. Sercer will return in July for 2011 budgets.
 
Bill Keith met with commissioners about a letter from KDHE stating the vertical expansion plans from 2008 were received and are under consideration.
 
Keith Jeffers met with commissioners.  He requested a Declaration of Local Disaster Emergency to cover the recent storms.  Such resolution was presented for consideration.  Terry Graham made a motion to adopt the resolution.  Harold Coleman seconded the motion.  All voted in favor. 
 
Mr. Jeffers also presented a copy of a Mutual Aid Agreement between Allen County Ambulance and Mercy Health Systems, to provide assistance in Western Bourbon County.
 
David Neville spoke with commissioners about a roof leak on the Correctional Center side.  He’s having difficulty getting a response from the warranty company.  The commissioners advised him to ask the County Attorney for assistance.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.
 
Commissioners discussed the County’s 5-yr Bridge Plan.  After discussion, no changes or additions were made, due to budget constraints.
 
Darrell Howard spoke with commissioners about the county mowing in front of his house on Eagle Road.  It was started but not completed.
 
Terri Johnson reported that she’s working with the bond attorney, providing copies of requested documents for the Lake Fort Scott Sewer District.
 
The County Board of Canvassers met at 9:30 am to finalize Tuesday’s Special Question Election.  The measure passed on Tuesday by a three to one margin.  There are 19 Provisional Ballots to consider.  After reviewing the circumstances of each, it was determined that 18 of the 19 would count and their numbers were added to the unofficial totals.  In the end, the Countywide Sales Tax was renewed with the following numbers:

JR Parker met with commissioners to ask for improvements to roads in Garland and on Grand Rd near Clarksburg Cemetery.
 
District Court and Noxious Weed budget requests for 2011 were received.
 
David Neville met with commissioners about the leak on the roof of the Correctional Center.  He spoke with Scott Young of CertainTeed and Charles Parsons will be here next week to repair it.
 
Lee Davis presented chemical quotes on 300gallons of generic glyphosate.  Three were received:

The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.
 
Commissioners received a telephone request for a street light at the entrance to Rocher’s Addition.  The requesting party is willing to pay the light bill.  No action at this time.
 
Tim Cunningham and Bill Fiscus presented the 2011 Tri-Valley budget request and reviewed their offered programs.  They also informed commissioners that they need to reappoint Mark Ward to a 3-yr term, beginning July 1, 2010.  Jingles Endicott made a motion to re-appoint Mark Ward to the Tri-Valley Board for a three year term, beginning July 1, 2010.  Harold Coleman seconded the motion and all voted in favor.
 
Terri Johnson discussed Lake Fort Scott sewer easements.  She also asked permission to purchase paint for her new office building.  Commissioners approved the request.
 
Joanne Long and Susan Quick spoke with commissioners about the bank account for the Sewer Grant.  The bank requires a minimum $200 in the account to avoid bank charges to the account.  The account was required to be set up for the paperwork to be completed.  Therefore, the commissioners authorized the County Treasurer to transfer $200 into the Sewer Fund to avoid bank charges, on the understanding that the County will be reimbursed when grant funds become available.

June 25, 2010     Friday        9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.  He also requested approval to purchase a laser level.  Commissioners approved the request.
 
Brian Wade requested a stop sign at 265th and Soldier, going into Missouri.  He also discussed speed limits in the area.  David Singmaster was also present for the discussion.  It all relates to oil trucks driving fast along the gravel roads.  Terry Graham spoke with Norman Thoele about trucks the speed of the trucks.  He said he will take care of it.  No action on the other requests.

Judy Wallis presented the Appraiser’s Office budget request for 2011..
 
Karen Paddock met with commissioners.  She spoke with Don Woods about moving her boxes.  He said it was impossible to give a quote without seeing it and it would take a day to do that.  He plans to have two crews/trucks to load and bring here and we’ll have the inmate work crew unload on this end.  Everything will be moved on July 17th.

Marty Pearson gave a road report.
 
Bills and payroll for the period were reviewed and approved.
 
Alice Maffett informed commissioners that she will be distributing information around the County regarding the no smoking law that takes effect on July 1st.
 
Pat Carney and Justin Meeks met with commissioners to request the County’s assistance with paving the Country Club/Golf Course parking lot.  Terri Johnson and Steve Buerge were present for a part of the discussion as well.  No action at this time.
 
Brad Rich met with commissioners to ask for one of the basement rooms for Correctional Center storage once the County Attorney moves out.  Commissioners approved the request.
 
Terri Johnson met with commissioners on two subjects.  She spoke of a voluntary health insurance program from the Kansas Health Policy Authority that was offered to be set up on the County level, but it is voluntary and will cost the county money to host.  She advises we decline at this time, due to budget restraints.  She also asked the commissioners about the Wade Aluminum draft agreement.  She would like Bill Keith to have reviewed it by Friday.
 
John Green presented the 2011 SEKAAA budget request.
 
Allen Warren presented the 2011 Bourbon County Fair budget request.  He reminded commissioners that the fair is July 18-24th
