July 2, 2010        Friday        9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meetings were read and approved.
 
Joanne Long asked commissioners to set a public hearing to vacate the alley in Garland.  Terry Graham made a motion to schedule a public hearing for 10:00 am, July 26, 2010, for consideration of an alley vacation in Garland.  Harold Coleman seconded the motion and all voted in favor.
 
Norman Thoele spoke with commissioners about dust control.  He says his company wants to make everyone happy and that they will pay up to $3,000 for dust control.
 
Keith Jeffers, Ron Gray, Delwin Mumbower, Tom Applegate, Mike VanZant, Crystal Roberts and Ron Puterbaugh met with commissioners to discuss the Mutual Aid agreement between Mercy and Allen County Ambulance.  There have been instances since the agreement was signed that Allen County Sheriff and Fire personnel have been called into Bourbon County without request from or notification to Bourbon County Sheriff or Fire.  They believe there is a failure in communication which needs to be repaired and that all parties need to meet to work out the kinks. 
 
Keith Jeffers informed commissioners he’s now a certified Kansas Emergency Manager.
 
Ron Gray informed commissioners that he’s been involved in a report of horse abuse south of Fort Scott.  He said that the Animal Health Department and owners have been contacted but that there is no law being broken.  The situation has made it to the internet, much like one a few years ago.  He just wanted to inform the commissioners in case they are contacted.
 
Connie May met with commissioners about a fence situation in Garland.
 
Terri Johnson spoke with commissioners about easements for Bourbon County Sewer District #1.
 
Lynn Smith and Shane Walker presented 2011 budget requests for the Computer and GIS departments.  Mrs. Smith also has a printer lease for commissioners to approve.  They want it reviewed by Terri Johnson first.
 
Marty Pearson gave a road report.  He’s had some equipment break down this week.  He also reported that there were swimmers at Cedar Creek Lake this week and that they were bitten by jellyfish.
 
Delta George asked one of the commissioners to partake in a Celebrity event at the Bourbon County Fair.  Harold Coleman said he’d do it if the others weren’t available.
 
Commissioners left to tour the Rock Quarry and Asphalt Plant at 10:45 am.

The Bourbon County Commission met in open session with Terry Graham and Harold Coleman present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Commissioners received phone quotes from Lee Davis for 50 gallons of Remedy.  Three were received:

Van Diest

Vegetation Management
$59.75
 
Terry Graham made a motion to purchase from CPS at $54.10/gallon.  Harold Coleman seconded the motion and both voted in favor.
 
Delta George presented the monthly progress reports for the Extension Council.
 
Jimmy Nichols and Logan Probasco met with commissioners to discuss the correctional center.  Due to over-crowding, they have had to send many of the female inmates to Cherokee County.  Through June, those expenses are about $40,000.  There doesn’t appear to be a decline in population in the future.  They would like to revisit refitting the classroom into housing.  The commissioners think it’s a good idea, but want to wait until all commissioners are present to make a decision.
 
Norman Thoele met with commissioners about obtaining a county right-of-way for a line.  After discussion, Terry Graham made a motion to provide the County right-of-way to Running Fox Petroleum along 145th Street from Range Road, north one-half mile along the west ditch.  Harold Coleman seconded the motion and both voted in favor.
 
Lynn Smith presented commissioners with the printer lease after it was reviewed by the county attorney.  Terry Graham signed the lease on behalf of the County.
 
Mrs. Smith also presented commissioners with an amended 2011 budget request.  She was able to make some reductions. 
 
Bill Keith met with commissioners to discuss the old landfill.
 
Terri Johnson gave commissioners an update on the progress of Bourbon County Sewer District #1.

The Bourbon County Commission met in open session with Terry Graham and Harold Coleman present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Bills and payroll for the period were reviewed and approved.
 
Sheriff Ron Gray presented his department’s 2011 budget request.
 
Tom McNeil informed commissioners that he switched vehicles this week with Roger Lee so that four people from the Appraiser’s Office can attend Orion training in Fredonia.
 
Bill Metcalf gave a road report.
 
Alice Maffett invited commissioners to view the renovations to the health office.
 
Charlie Blevins stopped in to see commissioners but opted to return when all commissioners are here before he speaks with them.
 
The commissioners toured the health office from 10:45 – 11:15 am
 
Sharon Elder spoke with commissioners about the possibility of assessing a fee for document requests via email.  No action at this time.

The Bourbon County Commission met in open session with Terry Graham and Harold Coleman present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  He said that the crusher is back up and running.
 
Terry Graham made a motion to adopt Resolution 17-10 enacting the sales tax which was voted upon June 15th.  Harold Coleman seconded the motion and both vote in favor.
 
Norman Thoele spoke with commissioners about a right-of-way at 75th and Willow Rd.  No action.
 
Keith Jeffers spoke with commissioners about storm spotters.  He also informed commissioners that Dispatch is no longer calling Allen County EMS to respond to western Bourbon County.
 
Most of the morning was spent reviewing the first draft of the County’s 2011 budget.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and corrected.
 
Marty Pearson gave a road report.
 
Alice Maffett asked for a room in the old SRS building for storage.  They will check with county attorney to see if they have any space.
 
Dale Bunn and Dean Mann met with commissioners to ask for a letter of support regarding the US 69 Corridor.  Jingles Endicott made a motion to sign the letter of support.  Harold Coleman seconded the motion and all voted in favor.  Terry Graham signed the letter of support.  There will be a public KDOT meeting September 2nd, Pittsburg, at the Lamplighter at 1:30 pm.
 
Sheriff Gray and Jimmy Nichols discussed the housing problem in the jail.  The commissioners would like them to re-confirm the price and get back to them.
 
Terry Pruitt asked about cleaning out his ditch.

July 23, 2010      Friday        9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Bill Keith spoke with commissioners about the landfill.
 
Shane Walker spoke with commissioner to request to purchase a laptop for GIS business.  He has the purchase in his budget.  Commissioners approved the request..
 
Shane Walker also said he’s getting things together to sell.  They’re in a room under the stairs in the basement.  He also wants to keep that room for old equipment in the future.  Commissioners approved the request.
 
Doug Durbin, AFLAC, met with commissioners to offer a supplemental insurance for critical illness.  It is offered post-tax and there are no health questions for $10,000 coverage.  Terry Graham made a motion to offer the insurance to County employees with an October 1, 2010, start date.  Jingles Endicott seconded the motion and all voted in favor.
 
Joanne Long presented commissioners with a proposed resolution for the Mitigation Plan, as requested by Keith Jeffers.  Terry Graham made a motion to adopt the resolution.  Harold Coleman seconded the motion and all voted in favor.
 
Joanne Long presented a request for payment for the Drywood Township project.  Jingles Endicott made a motion to sign the payment request.  Terry Graham seconded the motion and all voted in favor.
 
Jimmy Nichols, Ron Gray and Pat Wood met with commissioners to discuss improvements to the jail.  We need the Fire Marshal and City Codes to look over the plans.  No action at this time.
 
Ron Snyder, Atmos Energy, stopped in to see commissioners.  He asked to move 500’ of pipe in front of Rebecca Stufflebeam’s residence.  Permission granted.
 
Larry Sharp, KCAMP, met with commissioners to discuss the County’s loss ratio.  He also discussed online education for law enforcement and the availability of a $2,000 risk avoidance grant.
 
Maryann Leamon-Childers spoke with commissioners about a missing road sign at 240th and Ironwood Road.  She also asked that potholes in the area be filled.
 
The remainder of the meeting was spent with Terry Sercer working on the County’s 2011 budget.

July 26, 2010  Monday         9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and corrected.
 
Marty Pearson gave a road report.
 
Carl Eyman and Phil Rippee, KWORCC, met with commissioners to discuss the County’s Worker’s Compensation loss ratio.
 
Keith Jeffers presented commissioners with a copy of the Lake Fort Scott Emergency Action Plan.
 
Charlie Blevins met with commissioners to request that they forbid bobcats from operating on county roads.  He says his neighbor is tearing up the road when he makes sharp turns on it and has no business being on it.  He doesn’t mind if they’re on trailers.  Terry Graham informed Mr. Blevins that his road is scheduled to be resurfaced with asphalt, instead of the chip and seal it currently is.  Mr. Blevins said that the commissioners don’t have to answer him today, but that if he’s not satisfied, he’s going to the state.
 
At 10:00 am, a public meeting was held to consider the alley vacation request in Drywood Township.  Connie May was present.  After hearing no opposition, the meeting was closed at 10:08 am.  Jingles Endicott made a motion to vacate the alley.  Harold Coleman seconded the motion and all voted in favor.  The commissioners signed the resolution, vacating the alley. 
 
Shorty Brown and Colleen Lockwood asked about roads in Godfrey as to whether they are closed.  It will be looked into.
 
Terry Sercer met with commissioners to work on the budget.  The commissioners felt additional time was needed so they called a special meeting for this Thursday, at 10:00 am, to work on the budget and approve bills and payroll.
 
Valorie Leblanc reminded commissioners of the Juvenile Detention board meeting tomorrow.
 
Alice Maffett asked commissioners about storage.  There is no room in the attorney’s building but there should be room in the basement.

July 29, 2010      Thursday    10:00 am
 
The Bourbon County Commission met in special session with all commissioners and the county clerk present.  Allen Warren and Terry Sercer were also present.
 
Bills and payroll for the period were reviewed and approved.
 
The bulk of the meeting was spent reviewing the third draft of the Bourbon County 2011 budget.  Commissioners cut an additional $88,000 in expenditures from the 2011 column.  Mr. Sercer will work up the changes and come back Friday at 10:30 am.
 
The meeting adjourned at 11:15 am.

July 30, 2010            Friday  9:00 am
 
The Bourbon County Commission met in open session with all commissioners present.  Joanne Long was also present.  Minutes of the previous meetings were read and approved.
 
Marty Pearson gave a road report.
 
Jingles Endicott made a motion to approve a change order for the Drywood Township project.  Terry Graham seconded the motion and all in favor.  Terry Graham signed the order.
 
Hamel Patel, Red Ram Motel, spoke with commissioners about getting road ditches around his motel cleaned up.  Terry Graham will look at it Monday.
 
Dwayne Neil met with commissioners to ask for an extension to remove hay at Elm Creek.  Jingles Endicott made a motion to give Mr. Neil an extention through August 15, 2010.  Terry Graham seconded the motion and all voted in favor.  Mr. Neil thanked commissioners.
 
Mr. Neil also spoke with commissioners about the east boat ramp at Cedar Creek.  A man talked to him about it yesterday and said he barely made it up out of the water because the gravel was so loose his tires were spinning out.  Also, the brush at Cedar Creek needs sprayed to take care of what can’t be mowed.
 
Dean and Becky Mann stopped in.  Mr. Mann is looking to get a letter of support from the County for a Kansas Department of Wildlife and Parks (KDWP) grant for the Riverfront Authority.  No action at this time.
 
Terri Johnson updated commissioners on Fort Scott Lake easements for the Sewer District.
 
Terry Sercer budget met with commissioners with the 4th Draft of the 2011 County Budget.  Allen Warren was also present.  After discussion and no additional cuts, Terry Graham made a motion to set the public hearing for 9:30 am, Monday, August 16, 2010.  Jingles Endicott seconded the motion and all voted in favor.  It is to be published with a 3.617 mill increase over 2010.
 
After routine business, the meeting adjourned at noon.
