August 2, 2010         Monday         9:00
 
The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.  Minutes of the previous meeting were read and approved.
 
Charlie Blevins stopped in to thank the commissioners for the work done on his road.  He wanted to know if the commissioners made a decision yet on his request to ban bobcats from county roads.  They have not.  He said he’ll go to the State and even the Federal Government if he’s not satisfied here.  He’ll come back to see if they’ve made a decision.
 
Nina Yakel called commissioners to report vandalism of a fish feeder at Elm Creek Lake.  She also contacted Don George.
 
Tom McNeil stopped in to give an update on sewer inspections.
 
Terri Johnson met with commissioners to discuss the Sewer District.
 
Terry Graham made a motion to go into executive session, for a period of 10 minutes, under the attorney/client privilege exception to the Kansas Open Meetings Act, to discuss sanitation codes.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson, Tom McNeil and Shirley Goltra.  The session began at 10:15 am and ended at 10:25 am with no action.
 
Terri Johnson then asked for an executive session to discuss an employee situation.  Harold Coleman made a motion to go into executive session, for a period of two minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Terry Graham seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson and Shirley Goltra.  The session began at 10:30 am and ended at 10:32 am with no action.
 
Keith Jeffers met with commissioners.  He presented a letter of support for renewal of the appointment of Keith Jeffers to the Southeast Kansas Incident Management Team, the Kansas Incident Management Team and the Emergency Management Assistance Compact (EMAC) Team for an additional two year term.  Commissioners signed the letter of support.
 
Terry Graham left the meeting at 11:25 am to view the ditch at the Red Ram.
 
After routine business, the meeting adjourned at 11:30 am.

August 6, 2010         Friday  9:00 am
 
The Board of County Commissioners met in open session with all commissioners and the county clerk present. 
 
Marty Pearson gave a road report.
 
FSPD Chief Ron Puterbaugh and Sheriff Ron Gray met with commissioners to ask for the County’s support to apply for 911 grant funding from the State.  After discussion, Jingles Endicott made a motion to support the City’s effort to get a wireless mapping grant.  Terry Graham seconded the motion and all voted in favor.
 
Roger Lee, Osage Township Trustee, met with commissioners.  As the only seated Osage Township Officer, he asked commissioners to please appoint Kathy Valentine as Osage Township Treasurer.  She has been Treasurer in the past, but did not acquire enough votes at the last election to maintain the spot and it has remained empty.  Harold Coleman made a motion to appoint Kathy Valentine as Osage Township Treasurer.  Terry Graham seconded the motion and all voted in favor.
 
Terri Johnson spoke with commissioners about temporary financing for the Sewer District.
 
Keith Jeffers met with commissioners to discuss Emergency Management issues.
 
Commissioners asked Lee Davis to spray regrowth at the north side of the Red Ram.
 
Lee Davis presented phone quotes for chemicals.  The order was for 384 oz. Escort.  Three quotes were received:

Lee said he’s already got the 384 ounces spoken for and asked to double the purchase.  Terry Graham made a motion to purchase 768 oz Escort from Crop Production Services.  Jingles Endicott seconded the motion and all voted in favor.
 
Tom McNeil spoke with commissioners about septic regulations.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.
 
Marty Pearson gave a road report.  Commissioners authorized placing an advertisement for a position at the Landfill.
 
At 9:30 am, the Board of County Canvassers met to finalize the Primary Election, held Tuesday, August 3rd.  Those present were:  Terry Graham, Jingles Endicott, Harold Coleman, Joanne Long, Terri Johnson, Diana Endicott, Jackie Warren, Allen Warren, Carl Marsh, and Lynne Oharah.  Michael Pommier was also present.  Joanne Long reviewed the process of the Canvass, as well as reasons for Provisional Ballots.  She also explained a problem at one of the polls, where the Supervising Judge misunderstood the rules for Unaffiliated Voters to vote in the Primary, which resulted in at least one person leaving without voting.  After reviewing the 67 Provisional Ballots, 42 were approved to be added to the totals, and an additional 7 were partially counted.  The partial count is when someone votes the wrong precinct ballot.  We count everything that was identical to the correct ballot.  Races that didn’t count on these ballots were mostly Township Clerk and Precinct Committeepersons.  There was one partial ballot where a County Commission office was different and where a State Representative was different.  In those cases, the results are manually input into the system, and those races that were not allowed are counted as under-votes.

Joanne Long explained the recount procedure to Lynne Oharah, should he choose it.
 
Commissioners then finalized the Primary Election by signing the Abstract of Votes Cast.
 
Terri Johnson spoke with commissioners about Sewer District business.
 
The commissioners asked Joanne Long to send a follow-up letter to those vacant lot owners at Lake Fort Scott who have yet to respond to our previous letter.  They want a response by August 18th.

Marty Pearson gave a road report.
 
Bills and payroll for the period were reviewed and approved.
 
Sheriff Gray spoke with commissioners about his truck.  It needs repairs to the quadra-steer.
 
He also stated that DMV asked if there was a room for them to move into.  There is not.
 
Bill Keith met with commissioners to discuss vertical expansion at the Landfill.
 
Valorie Leblanc has all the easements ready to mail to Sewer District households.  Joanne Long will mail them this afternoon.
 
Shane Walker presented the annual agreement between the County and R&S Digital.  It has already been reviewed by the County Attorney, so the commissioners signed the agreement.
 
Ronnie Brown spoke with commissioners about land in Hiattville.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Allen Warren was also present.
 
Marty Pearson gave a road report.
 
Allen Warren asked for the red water truck Friday after work at the fairgrounds in preparation of this weekend’s activities.  Marty will put it on the schedule.
 
Terry Graham opened the County Budget hearing at 9:30 am.  Those present for the hearing were the commissioners, Joanne Long, Terry Sercer and Allen Warren.  There being no opposition, the meeting was closed at 9:45 am.  Terry Graham made a motion to adopt Resolution 20-10, for the budget.  Jingles Endicott seconded the motion and all voted in favor.  Jingles Endicott then made a motion to adopt the 2011 Bourbon County budget, as published.  Harold Coleman seconded the motion and all voted in favor.  The commissioners signed all copies of the budget and the resolution.
 
Tom McNeil spoke about sanitary issues.
 
Terri Johnson met with commissioners.  She discussed Signage for her office and doors, easements for Lake Fort Scott and the Wade Aluminum draft agreement.
 
Terri Johnson asked commissioners for an executive session, to discuss non-elected personnel.  Terry Graham made a motion to go into executive session, for a period of five minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson and Joanne Long.  The session began at 11:02 am and ended at 11:07 am with no action.

Marty Pearson gave a road report.  Commissioners reviewed applications for the Landfill position.  They set up three interviews for Monday morning.
 
Dr. Friend and Gary Cullor stopped in to look at the preliminary sewer district plans in order to locate the best position for the grinder pump.
 
Lee Davis phoned in quotes for 256 ounces of Escort XP.  Three were received:

Terry Graham made a motion to purchase from Van Diest for a total of $1,402.88.  Jingles Endicott seconded the motion and all voted in favor.

At 9:30 am, Terry Graham made a motion to go into executive session, for a period of 15 minutes, under the non-elected personnel exception to the Kansas Open Meetings Act for a job interview.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Marty Pearson and Neil Underwood.  The session began at 9:30 am and ended at 9:45 am with no action.
 
At 9:45 am, Terry Graham made a motion to go into executive session for a period of fifteen minutes, under the non-elected personnel exception to the Kansas Open Meetings Act for a job interview.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Marty Pearson and Brandon Krebs.  The session began at 9:45 am and ended at 10:00 am with no action.
 
At 10:00 am, Terry Graham made a motion to go into executive session, for a period of fifteen minutes, under the non-elected personnel exception to the Kansas Open Meetings Act for a job interview.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Marty Pearson and Max Bradbury.  The session began at 10:00 am and ended at 10:15 am with no action.
 
Bob Hosack had Terry Graham sign documents for the sewer grant.
 
Terry Graham left the meeting at 11:25 am.

Terry Graham made a motion to hire David Neil Underwood to the open position at the Landfill.  Harold Coleman seconded the motion and both voted in favor.
 
Terri Johnson and Valorie Leblanc spoke with commissioners about the sewer.
 
Bob Lamb stopped in to see commissioners.  He thanked them for the road rock but said it was dumped in the wrong spot.

Marty Pearson gave a road report.  He’s interested in a backhoe on purplewave.com.  Commissioners approved bidding on the equipment.
 
Bills and payroll for the period were reviewed and approved.
 
Sheriff Gray spoke with commissioners about moving the night shift to 12 hours.  He says it should work with no overtime.
