November 2, 2009       Monday      9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Terry Graham asked Joanne Long to contact Joe Turner, Fort Scott City Manager, about setting up meeting with him for the Midwest Assistance Program for sometime next week.
 
Ann Ludlum presented the Monthly Progress reports for the Extension Council.
 
Darrin Petrowsky, KDOT, met with commissioners.  Road safety audit report.  No corrections for the County.  Harold Coleman asked him about a contact for a railroad crossing.  He will get back to us on it.
 
After routine business, the meeting adjourned at 11:33 am.

The Bourbon County Commission met in open session with Terry Graham and Harold Coleman present.  Joanne Long was also present.  Jingles Endicott arrived at 9:05 am.  Minutes of the previous meeting were read and approved.
 
Darrin Petrowsky, KDOT, met again with commissioners with an answer to Commissioner Coleman’s question about a railroad crossing south of Hammond on 225th Street.  He said the traffic count on that road, most recently reported in 2006, shows it to be a minimal traffic crossing.  Commissioner Coleman said that during harvest time, the traffic is three times greater.  Mr. Petrowsky said there are federal and state funds available but that they would all be based on the ranking of the crossing, which is quite low on the list.  He said in order to apply for state funding the County would need to pass a resolution, of which he presented a draft copy to commissioners.  The commissioners thanked him for the information.
 
Marty Pearson gave a road report.  He discussed plans for the Public Works Department to cement three low-water crossings on 265th between Wagon and Xavier Roads.  Also, he asked to move an existing part-time employee to fill a long vacant full-time position.  After some discussion, Jingles Endicott made a motion to move Kip Snyder from part-time to full-time, effective November 11, 2009, and to waive the new employee salary deduction.  Harold Coleman seconded the motion and all voted in favor.
 
Dan Laughlin met with commissioners to thank them for the work done recently in Mapleton.
 
Jingles Endicott left the meeting at 11:00 am.

November 9, 2009    Monday         9:00 am
 
The Bourbon County Commission met in open session with Harold Coleman and Jingles Endicott present.  Joanne Long was also present.  Terry Graham arrived at 9:03 am.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.  He said he set a traffic counter from 3:30 pm Friday to 7:00 am today at the railroad crossing south of Hammond on 225th Street and it clocked 96 vehicles in that time. 
 
Earl Brown spoke with commissioners about dogs running at large in the County.  Harold Coleman directed him to Kansas Statutes on the issue.
 
Terri Johnson asked to speak with commissioners in executive session.  Harold Coleman made a motion to go into executive session, under the attorney/client privilege exception to the Kansas Open Meetings Act, for a period of five minutes.  Jingles Endicott seconded the motion and all voted in favor.  Those present for the session were the commissioners, Terri Johnson and Joanne Long.  The session began at 9:52 am and ended at 9:57 am with no action.
 
Mrs. Johnson also said that KDHE wants to meet with us in late December regarding the former Wade Aluminum site.  Terry Graham asked to schedule it for either December 18th or 21st.  He said he’d also like Marty Pearson and Bill Keith to be present at this meeting. 
 
Karen Paddock met with commissioners.  She and Terri Johnson spoke with commissioners about storage.  Mrs. Paddock says that the people she currently has court documents stored with would like us to move them.  They discussed possible storage locations here in town.  No action at this time.
 
Terry Graham left at 10:50 am to meet with Joe Turner at City Hall.
 
Bill Danley stopped in to see the commissioners.  He discussed the Veteran’s Day ceremonies and needing help getting the flags up and down along East National Ave.  Harold Coleman arranged for assistance from the jail work crew with that.  Mr. Danley thanked him.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Bills and payroll for the period were reviewed and approved.
 
Marty Pearson gave a road report.
 
Susan Quick met with commissioners to discuss the postage machine.  Our lease with Pitney Bowes is almost up.  The representative spoke with her this week and gave her two options:  a new machine of similar capabilities to the one we currently use is $246/month.  An upgraded model is $286/month.  We currently pay $272/month.  The commissioners authorized her to sign for the upgraded machine at $286/month.  The postage machine in the Treasurer’s Office handles all County mail except for District Court. 
 
Keith Jeffers gave an emergency preparedness update.  He and Harold Coleman also reported on the FEMA meeting earlier this week in Frontenac concerning the flood maps.
 
There was discussion as to whether or not to schedule a holiday dinner for County and Courthouse employees.  It is primarily funded with recycling money and the commission from the vending machines in the Courthouse.  The commissioners agreed to schedule one and asked the Clerk to handle the arrangements.  She contacted Goldie Arndt and Kathy Reed about catering.  Goldie quoted $450 for turkey, dressing, mashed potatoes, gravy and noodles.  Kathy quoted $750 for an all inclusive meal, including two meats and table service.  After discussion, the commissioners agreed to ask Goldie Arndt to cater the holiday dinner.  It is scheduled for noon, Monday, December 14th at the 4-H Building.
 
Bob Chase, SEK Mental Health, met with commissioners to discuss appointing someone from Bourbon County to the SEK Mental Health Board.  Among his listed options is Diana Endicott, Jingles’ wife.  There’s a meeting Monday night in Iola and the commissioners recommended Diana attend to see if she would be interested.

The Bourbon County Commission met in open session with all commissioners present.  Shirley Goltra was also present.  Minutes of the previous meeting were read and approved.
 
Marty Pearson gave a road report.
 
Justin Meeks gave commissioners an update on the tax sale.  There are approximately 60 parcels with back taxes to sell and two of them have mineral rights.  Harold Coleman made a motion to authorize Mr. Meeks to proceed with the tax sale, effective today.  Jingles Endicott seconded the motion and all voted in favor.
 
John Walker stopped in to speak with commissioners about 205th Street between Soldier and Range Road.  He would like it to be opened for the Amish to use for travel.  He thinks it would be safer for them than using the old highway.  The commissioners said they have already considered that but that it was not feasible.
 
Doylene Kennedy asked commissioners if the County would continue with the recycling program in 2010.  The commissioners agreed to continue.
 
Joe Dawson stopped in to thank commissioners for moving a Dead End sign at the Lake.
 
Terry Graham left the meeting at 11:15 am.  After routine business, the meeting adjourned at 11:45 am.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.

Sharon Elder and Shane Walker met with commissioners to ask that they sign the contract for the Deeds package with CIC.  It will be paid for out of the Deeds Technology Fund.  Terri Johnson looked it over and it’s okay to sign.  Jingles Endicott made a motion to authorize Terry Graham to sign the contract. Harold Coleman seconded the motion and all voted in favor.  Terry Graham signed the contract.
 
Michael Pommier was present for the bid opening for the Drywood Township project.  At 10:00 am, bids were opened for the community center.  Those present were:  General Service Corp., Cody Cowan-Tri-State Building, Chuck Burns-HCC, Lane Cutler-Cutler Services/Freedom Ready Mix, Tammy Fickle-Westport Construction Co., Jarett Dauben-O’Brien Ready Mix, Kevin Howard, Darrell Bloomfield and Russell Conner-Drywood Township, Rick Zingre’-Architect, Laura Moore-grant administrator, Bill Brittain, Gene Parker and Marbery Concrete.  Six bids were received:

Home Center Construction is the apparent low bid.  Rick Zingre’ will review all bids to ensure they are complete and give his recommendation.  He will give his report on the bids to Laura Moore and she will be back next Monday at 10:00 am to award the contract.
 
Mark Pressly wants guidance on replacing his septic tank.  Tom McNeil was present for part of the discussion.  The commissioners informed Mr. Pressly that they can’t deviate from the official regulations we have on file, stating that if you alter that for one, you set a precedent.  They told him to follow the code we have on file.
 
Terry Graham left at 11:00 am to a meeting in the basement regarding Fort Scott Lake.

Friday, November 27, 2009—Holiday      No Meeting

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and corrected.
 
Marty Pearson gave a road report. 
 
Tom McNeil spoke with commissioners about septic tank situations.
 
Tom Palzer presented a petition for a road closing on Yale Road between 267th Terr. and 265th St.  Joanne Long will start the process.
 
Laura Moore and Darrell Bloomfield met with commissioners at 10:00 am to ask commissioners to award the contract for the Drywood Township project.  She said that Rick Zingre’ compiled all the bid information and states that the low bid is with Home Center Construction and that they will be doing Alternate Number 1A, too.  Jingles Endicott made a motion to award the contract to Home Center Construction for a total of $226,850.  Harold Coleman seconded the motion and all voted in favor.  Terry Graham signed the Notice of Award and Disclosure/Update reports.
 
Terry Graham reminded everyone that he won’t be here this Friday.
 
The commissioners wrote a letter requesting prioritization of the railroad crossing on 225th Street, ¼ mile south of Hammond.  They asked the clerk to send copies of the letter to state and national leaders, as well as the railroad and KDOT.
