- The Bourbon County Commission
met in open session with all commissioners and the county clerk present.
Minutes of the previous meeting were read and approved.

- Alice Maffett, Shane Walker,
Keith Jeffers met with commissioners to discuss Swine Flu. Normal flu
kills 36,000 each year even though people get vaccinated. There’s no
vaccine for Swine Flu yet as it takes four to six months to create a
vaccine. There are anti-viral meds to lessen your time with the illness,
but nothing at this time to prevent it.

- Terry Graham made a motion to
go into executive session, for a period of 10 minutes, under the Security
Exception to the Kansas Open Meetings Act. Harold Coleman seconded the
motion and all voted in favor. Those present for the session included the
commissioners, Alice Maffett, Keith Jeffers, Shane Walker and Joanne
Long. The session began at 9:23 am and ended at 9:33 am with no action.

- Michael Pommier, reporter with
the Fort Scott Tribune, was present.

- David Neville met with
commissioners. The commissioners approved the purchase of hand sanitizer
dispensers to be placed outside each restroom, in an effort to stem the
tide of illness. Also, David is working on getting the air conditioners
up, but he’s waiting on a part. Mr. Neville also informed commissioners
that the basement is likely to flood if we get much more rain, as nothing
was ever done to prevent future flooding.

- Wilma Graham asked
commissioners to put Redfield on the list for chip and seal this year.
She would also like an estimate of the cost. Clyde Killion said it should
cost about what it did last time, but he’ll work something up. Mrs.
Graham also asked for a load of gravel for alleyways in Redfield. Clyde
will get it for her.

- Ryan Weiser and Bob Jurgens,
KDHE, met with commissioners to discuss the old landfill. Clyde Killion,
Public Works Supervisor, Bill Keith, Landfill Operator and Terri Johnson,
County Counselor, were present. After discussion, the gentlemen from KDHE
will have a draft in the next 30 days of an agreement with specific
compliance details for us.

- Clyde Killion gave a road
report.

- Bill Keith discussed well
monitoring. The company he recommended has not lived up to his
expectations.

- Terri Johnson is working on
clearing up the title situation on a property being purchased for a bridge
project.

- Tom McNeil discussed the flood
plain map from FEMA. FEMA finally admitted it doesn’t show a spillway or
emergency spillway at Fort Scott Lake, but still says the burden of proof
is on the landowners and won’t correct itself.

- Sheriff Gray presented
paperwork on the six vehicles for the Sheriff’s Department. The cars are
in at Shepherd’s. Ron said the loan includes the vehicles, lights/sirens
and installation. Terri Johnson reviewed the paperwork and would like a
revision to include the cash-basis law clause. Cindy Bowman at UMB will
make the revisions and have it ready Monday.

meeting adjourned at noon.
