The Bourbon County Commission met in open session with all commissioners and Shirley Goltra present.
 
Clyde Killion gave a road report Monday.
 
After routine business, the meeting adjourned at 11:30 am.

November 7, 2008      Friday       9:00 am
 
The Bourbon County Commission met in open session with Terry Graham and Bill Brittain present.  Joanne Long was also present.  Minutes of the previous meetings were read and approved.
 
Clyde Killion gave a road report.  He asked commissioners if they will close the Transfer Station the Saturday after Thanksgiving.  The commissioners will consider the request.
 
Harold Coleman and Jimmy Nichols met with commissioners and asked for an executive session to discuss a hazardous situation.  Bill Brittain made a motion to go into executive session for a period of ten minutes, under the security exception to the Kansas Open Meetings Act.  Terry Graham seconded the motion and both voted in favor.  Those present for the session were Terry Graham, Bill Brittain, Joanne Long, Harold Coleman, Jimmy Nichols and Clyde Killion present.  The session began at 9:14 am and ended at 9:24 am with no action.
 
Jimmy Nichols updated commissioners on the jail assessment status.  The consultant will be here in mid-December.
 
Harold Coleman asked commissioners for an executive session to discuss non-elected personnel.  Bill Brittain made a motion to go into executive session, for a period of five minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Terry Graham seconded the motion and both voted in favor.  Those present for the session were Terry Graham, Bill Brittain, Harold Coleman and Joanne Long.  The session began at 9:29 am and ended at 9:34 am with no action.
 
Terri Johnson discussed the extra time Valorie is working to supplement the filing.  Bud Cowan recommends we temporarily increase her wages to compensate her for it, since she's an exempt employee.  The commissioners agreed to pay Valorie Leblanc $150/week for four weeks for filing.
 
Bill Brittain made a motion to adopt Resolution 23-08, requesting the Kansas Legislature to adopt a new Comprehensive Highway Plan.  Terry Graham seconded the motion and both voted in favor.
 
Commissioners reviewed the insurance proposals.

The Bourbon County Commission met in open session with Terry Graham and Bill Brittain present.  Joanne Long was also present.  Gary Houston arrived at 9:10 am after a meeting with City of Fort Scott officials.  Minutes of the previous meeting were read and approved.
 
Clyde Killion gave a road report.  Jim Ivey, Murphy Tractor, Dustin Moreland, Van Kepple, Richard Johnson, Martin Tractor and Jim Harris, Berry Tractor presented quotes on a road grader.  No action at this time.
 
At 9:30 am, the Board of Canvassers met to finalize the November 4, 2008, General Election.  Tony George and Joanne Long presented the Board with 250 provisional ballots to consider.  127 of them were deemed valid and 10 additional were partially counted.  Those ballots were added to the Tuesday night totals.  The Board also broke a tie for Freedom Twp Trustee and James McMichael won.  They also broke a tie for Freedom Twp Treasurer where Kathy Wilson won.
 
Uniontown is applying for a grant to upgrade their park.  They’re asking the County to help.  Terry Graham made a motion to provide asphalt and labor, contingent on the City of Uniontown receiving their grant.  Bill Brittain seconded the motion and all voted in favor.

November 14, 2008   Friday  9:00 am
 
The Bourbon County Commission met in open session with Terry Graham and Bill Brittain present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.
 
Bills and payroll for the period were reviewed and approved.
 
Clyde Killion gave a road report.  Commissioners discussed the possibility of closing the Transfer Station the Saturday after Thanksgiving.  They asked if the employees would rather have the Saturday after Thanksgiving or the Saturday after Christmas off.  The employees would rather work the Saturday after Christmas.  Commissioners approved closing the Transfer Station on Saturday, November 29, 2008. 
 
Dustin Moreland, Van Kepple, met with commissioners to discuss a road grader lease.  No action.
 
Joanne Long presented quotes for the courthouse holiday dinner.  They were:  Treasured Memories Catering @ $9.75/person and Kathy Reed, complete with drinks, salad and dessert @ $7.50/person or without drinks, salad and dessert @ $5.00/person.  Bill Brittain made a motion to go with Kathy Reed for the complete meal @ $7.50/person.  Terry Graham seconded the motion and both voted in favor.  Joanne will make the arrangements.
 
Harold Coleman and Jimmy Nichols informed commissioners that the jail assessment team is requiring 45 pages of requests for the jail survey, including 10 years of data.   This will require overtime.  The commissioners approved it.
 
They also spoke with commissioners about opening one of the security doors prior to 8:30 am.  Jimmy said that he comes in earlier than that and has to make several trips to the back and it would be easier if the door from the correctional hall to the elevator was opened.  It’s not a security risk, he says, because the courthouse is still locked out and the elevator is locked down.  Commissioners authorized the request.
 
Gary Houston arrived and he and Terry Graham left at 10:00 am to view a drainage issue in Redfield.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and corrected.
 
Dustin Moreland, Van Kepple, asked commissioners if there has been any decision made yet on the grader lease.  There hasn’t.
 
Clyde Killion gave a road report.
 
Terry Graham gave a report on the drainage issue in Redfield and discussed possible solutions with Clyde.
 
Joanne Long informed commissioners that the employee holiday dinner has been set for December 12th.
 
Joanne updated commissioners on the health insurance meeting with department heads this week.  After learning that the Humana quotes aren’t firm until/unless we complete heath questionnaires, the department heads suggest we pick PHS Option 1 for now and look into joining the State’s Health insurance.  No action at this time.
 
Justin Meeks informed commissioners his situation has been resolved and cancelled his meeting with commissioners.
 
After discussion, Bill Brittain made a motion to enter into a lease with Berry Tractor on a Komatsu 655-3EO motor grader for 5 years/7,500 hours, including the balloon payment for a returned grader, for 10 semi-annual payments of $9,744.38.  Terry Graham seconded the motion and all voted in favor.
 
Bill Brittain signed pay information on Keith Jeffer’s trip to Louisiana for hurricane assistance so that we can be reimbursed by KDEM/FEMA.
 
Stewart Realty requested to extend the listing on our two properties.  Commissioners authorized the extension.
 
Keith Jeffers updated commissioners on Emergency Preparedness topics.
 
Lee Davis discussed his budget with commissioners.  He had increased reimbursements and has some money left over.  He needs a new computer and would like to look into a new truck.  Commissioners authorized the purchase of a computer and asked him to check with Shepherd’s about a truck.
 
Charlie Blevins, Ron Gray, Harold Coleman and David Neville met with commissioners.  Mr. Blevins thinks the Extension Office vans obscure the view from eastbound travelers when they are parked in the south lot on the east side.  He said he was nearly hit by someone two weeks ago and wants them moved out of the way.  Bill Brittain discussed a legal set-back area mandated by City Codes and we can check with Amanda Proffitt or Eric Bailey about it.  He would like us to close off parking on that side or to prohibit vans and SUVs from parking there.  Commissioners will consider the request.
 
Eric Bailey gave commissioners an update on the YAT Ellis Park Project.  He said they have hired an engineer for the design phase and that they are still researching a KDWP grant.  They would appreciate any help from the County with clearing brush this winter.

November 24, 2008     Monday     9:00 am
 
The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved.
 
Bills and Payroll for the period were reviewed and approved.
 
Clyde Killion gave a road report.
 
The City of Mapleton is seeking a grant for their City Park and arena.  They have asked the county for a letter of support.  Commissioners authorized the request and wrote the letter.
 
At 10:00 am, a public hearing was held to consider the vacation of Dogwood Street in Hiattville.  Lou Howard, Mark Brillhart and Gary Skinner were present.  Mark Brillhart has no opposition to closing the road, but spoke about fencing after it is closed.  The commissioners said they are only considering whether or not to close the road today.  Should that be an issue in the future, a fence viewing may be requested.  There was a question of the width of the street.  The map Mark Brillhart has shows the street to be 60’ wide.  After vacation, the property will deed to the adjacent owners down the middle of the vacated street.  Bill mentioned that the only true way to know where your property lines are is to have a survey.  There being no objections, Bill Brittain made a motion to close the public hearing at 10:07 am.  Terry Graham seconded the motion.  All voted in favor.  Bill Brittain then made a motion to adopt the resolution vacating Dogwood Street in Hiattville.  Terry Graham seconded the motion and all voted in favor.
 
Harold Coleman asked commissioners for an executive session to discuss non-elected personnel.  Terry Graham made a motion to go into executive session, for a period of 5 minutes, under the non-elected personnel exception to the Kansas Open Meetings Act.  Bill Brittain seconded the motion and all voted in favor.  Those present for the session were the commissioners, Harold Coleman and Joanne Long.  The session began at 10:14 am and ended at 10:19 am with no action.
 
Sharon Elder presented commissioners and the clerk with information on the state health insurance.
 
Virginia Younggren spoke with commissioners about her ditch.
 
Chris Hillier presented the Humana quote.  He said the prices are not firm and employees would need to file health questionnaires to get a firm rate.  No action.
 
After discussion, Bill Brittain made a motion to sign with Preferred Health Insurance, through Professional Insurance Consultants, for Option 1, effective January 1, 2009, and join the State of Kansas Health Insurance effective March 1, 2009.  Terry Graham seconded the motion and all voted in favor.  The commissioners authorized Joanne Long to sign the contracts as needed.
