The Bourbon
County Commission met in open session with all commissioners and the county
clerk present. Minutes of the previous meeting were read and approved.
Jason Silvers,
reporter with the Fort Scott Tribune, was present.
Clyde Killion
gave a road update.
Laura Hyer
informed commissioners that she would be gone later this week to a Haz Mat
symposium in Wichita. She also informed commissioners that she is in the
process of organizing a CERT team that includes area businesses. She also
would like someone from Bourbon County, perhaps David Neville, to attend
training in Topeka this December. This training would enable the attendee
to become a trainer who could teach others.
There will be a
Multi-Hazard Crisis Management seminar at Fort Scott Community College
February 23-24, 2005. It will concern school plans. Laura would like at
least one county commissioner to attend.
Joanne Long
reminded the commissioners that there will be no commission meeting next
week as the KAC annual conference will cover the Monday meeting and Thursday
and Friday are county holidays due to Thanksgiving.
Susan Quick,
County Treasurer, reported on the most recent Tax Sale. One of the
properties was incorrectly advertised and therefore, the sale cannot be
finalized. Commissioners agreed to give the purchaser her money back, fix
the legal description and sell it at the next sale. It will actually have
to be voided in District Court but shouldn’t be a problem. The sale grossed
approximately $20,000. Ms. Quick announced that she hopes the 3rd
part of the tax sale will be early spring next year. At that point we
should be able to have one per year.
Robert Query
left the meeting at 10:15 am.
Ronnie Brown
asked commissioners the status of the sanitary codes for Cedar Creek. They
are waiting for approval from KDHE.
Terri Johnson
responded to commissioners about the proposed gas lease. Her only concern
is that there is information on the lease under the commissioners’ signature
lines. She would prefer there be nothing under the signatures. Joanne Long
will relay that information.
Commissioners
reviewed the proposed Community Pool for employees to donate their unused
leave to employees who may need it. Commissioners asked Ms. Long to remove
the ability to donate sick leave and they would approve the policy. Ms.
Long re-worked it and commissioners Graham and Houston signed the policy,
which is an addendum to the Policy manual for County Employees.
Doylene Kennedy
spoke to commissioners about a problem with a utility company whose bill
comes after cut-off and is due before the next pay period. Subsequently,
there is a late charge each month that is building up. Both the Clerk’s
Office and Public Works Office have tried to get the due date changed with
no luck. Gary Houston will speak to them.
Charlie Blevins
spoke with commissioners about the tax sale. He still feels that it’s
taking too long and that many people are getting away with not paying their
property taxes. Commissioners said that the next tax sale will be next
spring.
After routine
business, the meeting adjourned at noon.
