May 3, 2004       Monday      9:00 am 

The Bourbon County Commission met in open session with Terry Graham and Robert Query present.  Joanne Long was also present.  Gary Houston arrived at 9:08 am.  Minutes of the previous meeting were read and approved. 

Laura Hyer, reporter with the Fort Scott Tribune, was present. 

Clyde Killion discussed his upcoming vacation.  Commissioners scheduled small patching jobs for those two weeks and plan to begin the asphalt season about June 14th, when Clyde returns. 

Jack Black asked commissioners about applying for the Emergency Preparedness Coordinator position.  The commissioners informed Mr. Black that the deadline for submitting applications was last Friday. 

David Neville brought Bill Dunn, auctioneer, to make arrangements to hold a county auction.  The sale is set for 11:00 am, Thursday, May 20, 2004, at the old county barn.  Mr. Dunn will coordinate with David Neville for the list of items to sell.  His commission is 15% of items sold under $500 and 5% of items over $500. 

Commissioners spent the rest of the meeting going over the applications for the Emergency Preparedness Coordinator position. 

Robert Query reminded everyone that he will not be here on Friday.

The Bourbon County Commission met in open session with Terry Graham and Gary Houston present.  Joanne Long was also present.  Minutes of the previous meeting were read and approved.

Commissioners discussed plans for the upcoming 17-County Elected Officials Meeting which Bourbon County is to host in October.

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meeting were read and approved. 

Don Russell requested the Commission write a letter to the Department of Commerce withdrawing support of Millennium Industries, as their financing has fallen through and the sale will not be completed.   

Clyde Killion gave a road update. 

Laura Hyer, reporter with the Fort Scott Tribune, was present. 

Bob Eckles, Fort Scott Kiwanis, spoke to commissioners about the recycling program.  SEK Recycling had a fire recently and was closed for a few days but is back in business and Mr. Eckles wants to be sure that the County is still recycling.  It is.  Mr. Eckles also asked if the County could be sure to send the trailers to Fort Scott as empty as possible as Fort Scott is the most popular station for filling them. 

Members of the Bourbon County Extension Council presented their 2005 budget request.  Those present were:  Ann Ludlum, Delta George, Doris Ericson, Marge Stringer, Sheila Blubaugh, Laura George, Jim O’Brien, Jeff Collins, Bob Love and Dr. JD McNutt.  The group invited the commissioners to lunch with them.  Terry Graham and Gary Houston accepted.  Robert Query declined, citing a prior appointment, but thanked them for the offer.  

After routine business, the meeting adjourned at 11:45 am.

The Bourbon County Commission met in open session with all commissioners present.  Cecelia Key was also present.  Minutes of the previous meeting were read and approved. 

Clyde Killion gave a road report. 

Laura Hyer, reporter with the Fort Scott Tribune, was present. 

The majority of the meeting was spent in executive session with applicants for the Emergency Preparedness Coordinator for job interviews.  They were as follows: 

Motion made by Terry Graham, seconded by Robert Query and all in favor for 10 minute executive session under personnel exception of Open Meetings Act for job interview.  Those present were the commissioners, Cecelia Key and Charles Allen.  Session lasted from 9:30 am to 9:40 am.  No action. 

Motion made by Terry Graham, seconded by Robert Query and all in favor for 10 minute executive session under personnel exception of Open Meetings Act for job interview.  Those present were the commissioners, Cecelia Key and David Beerbower.  Session lasted from 9:45 am to 9:55 am.  No action. 

Motion made by Terry Graham, seconded by Gary Houston and all in favor for 15 minute executive session under personnel exception of Open Meetings Act for job interview.  Those present were the commissioners, Cecelia Key and Laura Hyer.  Session lasted from 10:00 am to 10:15 am.  No action. 

Motion made by Robert Query, seconded by Gary Houston and all in favor for 15 minute executive session under personnel exception of Open Meetings Act for job interview.  Those present were the commissioners, Cecelia Key and Mike Wunderly.  Session lasted from 10:30 am to 10:45 am.  No action. 

Motion made by Robert Query, seconded by Gary Houston and all in favor for 15 minute executive session under personnel exception of Open Meetings Act for job interview.  Those present were the commissioners, Cecelia Key and Joyce Sinn.  Session lasted from 10:55 am to 11:10 am.  No action. 

Jake Underwood asked the commissioners about the Fire District 3 annexation petition.

May 17, 2004           Monday         9:00 am 

The Bourbon County Commission met in open session with all commissioners and the county clerk present.   

Clyde Killion gave a road report. 

Susan Quick spoke to the commissioners about possibly hiring an auctioneer for the tax sale.  At meetings last week, she heard that an auctioneer usually helps the county.  She asked the commissioners if she should contact Jim Stewart to see if he would consider doing it for a percentage.  Commissioners authorized the inquiry.

Robert Query made a motion to go into executive session, for a period of 15 minutes, to discuss under the personnel exemption of the Open Meetings Act.  Terry Graham seconded and all voted in favor.  Those present for the session were the commissioners and Joanne Long.  The session lasted from 10:07 am to 10:22 am.  No action. 

Delwin Mumbower presented the petitions for annexation of Marion Township, Uniontown City and Bronson City into Fire District 3.  The clerk will check the petitions to see that they comply with the statutorily required 10% of landowners. 

Lee Davis presented chemical quotes at 11:00 am.  Three were received.  They were:

Gary Houston made a motion to accept the quote from UAP/Timberland for $7,990, as it was the lowest.  Robert Query seconded and all voted in favor. 

Verdon Dauben met with commissioners so they wouldn’t forget to work on Maple Road.  Robert Query stated that he heard it could be about six weeks before 240th Street is reopened.

May 21, 2004 Friday  9:00 am 

The Bourbon County Commission met in open session with all commissioners and the county clerk present.  Minutes of the previous meetings were read and approved. 

Commissioners discussed hauling rock beginning next week for upcoming chip and seal projects in the 2nd District. 

Joanne Long reported that Jim Stewart is not interested in being auctioneer for the tax sale but he suggests asking Jim Martin.  The tax sale is set for June 25, 2004. 

After brief discussion the commissioners unanimously agreed to hire Laura Hyer as the Emergency Preparedness Coordinator. 

Laura Hyer, reporter with the Fort Scott Tribune, was present.  The commissioners notified Ms. Hyer that she had been hired and answered some questions she had concerning the position.  She will start June 16th

David Neville informed the commissioners that the blueprint cabinet in the basement is going to be loaned to the Ralph Richards Museum. 

Mr. Neville thanked the commissioners for the assistance in moving items for the sale yesterday. 

David asked to speak to the commissioners in executive session for a few minutes.  Terry Graham made the motion, Robert Query seconded and all voted in favor to go into executive session, for a period of five minutes, for the purpose of discussing non-elected personnel.  Those present for the session were the commissioners, Joanne Long and David Neville.  The session began at 10:23 am and ended at 10:25 am with no action. 

Terry Graham asked the clerk to send a memo around to all departments asking them to make notes on any equipment they replace citing any defections or breaks for future sales. 

Dan Meara popped in to announce that the tax sale is scheduled for June 25th.  The commissioners asked if there would be a publication with situs addresses so people will know what properties are for sale.  Mr. Meara stated that it was not required by law.  Joanne Long reported that the treasurer’s office is compiling a cross-referenced chart of the properties and Ms. Long indicated she could post it on the County website when it is complete.  The commissioners and Mr. Meara liked that idea.

May 24, 2004      Monday      9:00 am 

The Bourbon County Commission met in open session with Robert Query and Gary Houston present.  Cecelia Key was also present.  Minutes of the previous meeting were read and corrected. 

Clyde Killion gave a road report. 

Laura Hyer, reporter with the Fort Scott Tribune, was present. 

David Neville informed the commissioners that Etta Mae Collins fell in the west parking lot this morning and was injured.  He asked if the commissioners would pave the lot.  No action. 

Delwin Mumbower asked the commissioners what the next step is in the process of annexing Marion Township, Uniontown and Bronson into Fire District 3 now that the petitions have been determined to be sufficient.  Commissioners will consult with the county attorney. 

Susan Quick updated the commissioners on the condition of Etta Mae Collins.  She is pretty scraped and bruised up. 

Ms. Quick also informed the commissioners that her office is working on a list of the tax sale properties by address to be posted on the county website.

May 28, 2004      Friday        9:00 am 

The Bourbon County Commission met in open session with all commissioners and the county clerk present.   

Clyde Killion gave a road update. 

Commissioners agreed to place the west courthouse parking lot on the schedule for resurfacing.  The several day project will come at the end of the schedule this summer. 

David Neville reported to the commissioners that the fire marshal inspected the fire alarm system and is very impressed with the improvements and the system. 

Joanne Long presented the amortization schedule from UMB for the rock crusher and asphalt plant.  Commissioners would like semi-annual payments instead of annual payments.  No action at this time. 

Laura Hyer, reporter with the Fort Scott Tribune, was present.  Ms Hyer, also soon to be the new Bourbon County Emergency Preparedness Coordinator, spoke with the commissioners about a courthouse security grant. 

Delwin Mumbower asked commissioners what the next step is to have Marion Township join Fire District 3.  Terry Graham made a motion to adopt Resolution 10-04, the proposed attachment of Marion Township, Uniontown City and Bronson City to Fire District 3.  Robert Query seconded and all voted in favor.  The resolution was published, as provided by law. 

Gary Houston and Clyde Killion left the meeting to view a road. 

Harold Coleman announced that Alec Beth is resigning as SEKRCC Administrator, and that his last day will be June 1, 2004.  There has been no action to replace him at this time, however, Sheriff Coleman intends to hire from within the correctional center. 

Gary Houston returned to the meeting. 

Marty Pearson received permission from the commissioners for repairs to County vehicles.  Mr. Pearson also spoke to commissioners about implementing a check list for trucks.  Commissioners will speak with Clyde Killion about enforcing it. 

Commissioners received the monthly progress report from the Extension Office. 

Accounts payable and payroll for the period was approved.
