The Bourbon
County Commission met with Terry Graham and Robert Query present. Gary
Houston arrived at 9:10 am. Joanne Long was also present. Minutes of the
previous meeting were read and approved.
Clyde Killion
reported that the asphalt season is done. There was discussion of having
work orders for shop assignments.
Joanne Long
presented a resolution to the commissioners. It is for Patriot Day,
September 11, 2002. It states that the county will fly the flag at
half-staff on Wednesday and asks that all citizens of Bourbon County
participate in a moment of silence Wednesday, in observance of the one year
anniversary of September 11, 2001. Robert Query made a motion to adopt the
resolution as 19-02. Gary Houston seconded and all voted in favor.
Terry Graham
discussed the rural fire meeting he attended last night. He announced that
the Fort Scott rural station will receive two votes now, to cover the north
and south stations.
Joanne Long
reminded the commissioners that Airport Days is tomorrow and asked who would
be notifying the public about Indian Road being closed for aerial
maneuvers. The commissioners called Dean Mann.
There was
discussion of the upcoming demolition of the old Mercy Hospital building.
The commissioners think it would be best to bond the demolition company for
the loads they will dump at our transfer station, as there is no way to
recoup funds by special assessment if we allow them to charge and they don’t
pay before leaving town. As there will be over $100,000 in dump fees, this
is for the county’s security. No action at this time.
The
commissioners received the monthly progress reports from the Extension
Council.
David Neville
asked the commissioners what they wanted to do with the 110 air conditioner
unit that was removed from the Jury Room. The commissioners instructed Mr.
Neville to place it in storage.
Robert Query
left the meeting at 10:00 am.
Terry Graham,
Gary Houston and Joanne Long toured the Downtowner at 10:00 am with Charles
Parsons. Mr. Parsons would like to supply rooms for the work release
prisoners and stated that 12 rooms of the old hotel would be designated for
work release. He said that 10 of the rooms would be for sleeping, one for
an office and another for a common area. He would like a 3 or 5 yr lease
and would pay everything but electric and insurance on the building. He
quoted the price of $20 per day per room. The commissioners thanked Mr.
Parsons for the tour and reminded him that no decisions have been made to
house work release prisoners off site as of yet, but assured him they would
keep the offer in mind.
Raymond Taylor
spoke to the commissioners about a ditch project. He notified the
commissioners that the fence is out and that it was okay for the grader to
return to the area.
The
commissioners approved drawdown #6 from the Tri-Valley Grant.
The
commissioners discussed the request from the City of Fort Scott for matching
funds to purchase a truck for emergencies. The commissioners need more
information on the request.
Joanne Long
notified the commissioners of a report from Infinitec on a meeting with Barb
Ferguson. The commissioners also received the report. Ms. Long suggested
Zack Reynolds look at the report, as he wrote the contracts for Kohl
Software and Infinitec for Bourbon County. The commissioners agreed.
Wayne Thorpe
spoke to the commissioners about 18th Street. He feels something
needs to be done to the hill and/or road to prevent further accidents. The
commissioners informed Mr. Thorpe that the county will be blading asphalt
into the gravel over the hill to smooth the road.
After routine
business, the meeting adjourned at 11:55 am.
