October 18, 2002 Friday 9:05 am The Bourbon County Commission met in open session with Robert Query and Terry Graham present. Gary Houston arrived at 9:10 am. Cecelia Key was also present. Minutes of the previous meeting were read and approved. Ed French, Emergency Preparedness Coordinator, spoke to the commissioners about the importance of attending the Emergency Preparedness meetings. Terri Johnson and the commissioners discussed the State Health Insurance information. Steve Davis & Rick Freeman, HMN Architects from Overland Park, discussed the possible expansion of the correctional center and the most feasible way to expand it. No action. Robert Query left the meeting at 11:35 am to inspect construction on 240th and Charles St. After routine business, the meeting adjourned at 12:30 pm.

October 21, 2002 Monday 9:00 am The Board of County Commissioners of Bourbon County, Kansas, met in open session with all commissioners and the County Clerk present. Minutes of the previous meeting were approved. David Neville spoke with the commissioners to get updated on the roof repairs. Robert Query stated that he would not be here Friday. Clyde Killion reported on the stands, oiling of 240th Street and chip and seal projects. The commissioners looked into information that catfish at Cedar Creek Reservoir were dead. After talking with Jingles Endicott, the commissioners learned that the lake turned over and the new fish did not adapt to the lower oxygenated top water, but that the existing fish followed the “good” water down. Don George is aware of it and didn’t put in two loads of fish for that reason. The water isn’t contaminated. Larry Davenport, Birk-Sather-Davenport Financial Services, spoke to the commissioners about Deferred Compensation and investment opportunities for employees. Mr. Davenport will meet again with the commissioners regarding the County’s Section 125 Plan. Robert Query left the meeting at 10:55 am to view 240th St. Susan Quick informed the commissioners that the Special City/County Highway Sharing money arrived in the amount of $136,753.20. After routine business, the meeting adjourned at 12:15 pm.

October 25, 2002 Friday 9:00 am The Bourbon County Commission met in open session with Gary Houston and Terry Graham present. Cecelia Key was also present. Minutes of the previous meeting were read and corrected. Clyde Killion updated the commissioners on road repairs. Sheriff Coleman asked the commissioners if the county would be providing flu shots this year for county employees. The commissioners said the county would provide flu shots to all county employees and all courthouse employees. Larry Davenport met with the commissioners to explain the Security Benefit Flex 125 plan. Kevin “Skitch” Allen spoke to the commissioners about a problem he is having with getting a water hook-up for his property. No action. David Mullies and John Jackson met with the commissioners regarding a property line dispute between Lewis Allen and Terry Henning. There is an old road that is the only access to part of Mr. Allen’s property that Mr. Henning has erected a gate across, denying access. Commissioners determined that the road is an open road and must not be blocked. The commissioners will speak with Mr. Henning about removing his gate. Tom Hill spoke to the commissioners about the county’s oil business. No action. Alec Beth updated the commissioners on the roof repairs. David Neville spoke to the commissioners about costs for a fire alarm inspection. Commissioners directed Mr. Neville to inquire what is involved in the larger price before deciding on a plan. After routine business, the meeting adjourned at 12:25 pm.

October 28, 2002 Monday 9:00 am The Bourbon County Commission met in open session with Terry Graham and Robert Query present. Cecelia Key was also present. Ed French informed the commissioners of a legal authority meeting in Wichita on December 6, 2002. This meeting is for emergency management personnel. He recommends that at least one commissioner attend. Leon Fry inquired as to when the county would chip & seal the road north of Hiattville. The commissioners explained the schedule for chip & seal projects. Patty West, Atkins Insurance Agency, discussed loss control with the commissioners. She explained how the county can upgrade the control loss program. The county has until April 1, 2003 to comply to these recommendations. Ms. West asked the commissioners to write a letter expressing the county’s intent to comply. Lynn Smith asked the commissioners about combining the service agreement on computer maintenance. The 2003 cost is $7,500. Commissioner Query signed the agreement, which takes effect January 1, 2003. After routine business, the meeting adjourned at 11:50 am.
