The Bourbon County Commission met in open session with Terry Graham and Robert Query present. Gary Houston was absent. Minutes of the previous meeting were read and approved. Harold Coleman spoke to the commissioners about problems with vehicles on private property. No action. Clyde Killion informed the commissioners that the rock crusher is not working correctly. The problem is being worked on. Debbie Belcher asked the commissioners if anything could be done about a water problem in her drive. Clyde Killion said he would look into it. The commissioners discussed Elm Creek Lake and decided to take bids for the hay. Bids will be taken until 4:30 pm, Friday, July 12, 2002, in the County Clerk’s Office. Bids will be opened Monday, July 15, 2002, at 10:00 am. Resolution 16-02 was drafted and signed for the Elm Creek hay bid. After routine business, the meeting adjourned at 11:30 am.

The Bourbon County Commission met in open session with Gary Houston and Terry Graham present. Robert Query was absent. Cecelia Key, Deputy County Clerk, was also present. Doris DeMott thanked the Commissioners for their part in keeping the Driver’s License Station open. Clyde Killion discussed road conditions and updated the commissioners on repairs. Terri Johnson discussed legal matters. David Neville talked to the commissioners about air conditioners. The quote from DC Refrigeration of Iola for work in the Jury Room is $1,560.00. The commissioners gave Mr. Neville the approval to have this work done, plus $3,690.00 for new duct work in the District Court system. Commissioners signed a housing agreement with Bronson City for prisoners for the year 2002. Doylene Kennedy presented quarterly tonnage and sales tax reports to be signed. The Bourbon County Commission met in open session with Gary Houston and Terry Graham present. Joanne Long was also present. Robert Query was absent. Minutes of the previous meeting were read and approved. Clyde Killion discussed road projects. Wilma Graham asked the commissioners if there were any funds available for the Redfield Park. After reviewing the Special Parks and Recreation Fund disbursements for the year, Terry Graham allotted $200.00 to the Redfield Park. Payment will be made upon receipt of a bill. Ms. Graham also asked when Redfield’s streets would be chip and sealed. The commissioners stated that it would happen after the asphalt season, hopefully not too much longer. Ed French met with the commissioners and discussed the possibility of having a local Bioterrorism seminar, similar to the one in Topeka last month. The commissioners felt it would be good training for local officials, but no action was taken at this time. Lee Davis, Noxious Weed Director, presented the commissioners with prices for tires for the Weed truck. He has five bad tires but would like to purchase six and use his good tire as a spare. Prices he received were $102 @ at Koch Automotive and $85 @ at Sinn Tire. The commissioners approved the request to purchase six LT235 x 85 16R tires from Sinn Tire at $85 each. Jake Underwood requested asphalting at the low income housing in Uniontown. The commissioners will consider the request. Donald and Alice Fink spoke to the commissioners. They requested the county burn brush collected from the ice storm last winter at Paint Creek Church. The commissioners will contact the road department and instruct them to burn the brush. Mr. & Mrs. Fink also requested that the road from the church to in front of the Paint Creek Cemetery be paved. No action. The Finks also requested the county mow the steep bank by the church. The commissioners approved the request. The county clerk reminded the commissioners of the 17-county meeting this Thursday in Independence. Gary Houston mentioned he would be not be able to attend meetings the week of July 15 through July 19, 2002. After routine business, the meeting adjourned at 11:50 am.

The Bourbon County Commission met in open session with all commissioners present. Cecelia Key was also present. Minutes of the previous meeting were read and corrected. It was reported the Bourbon County received $23,566.70 in grant funds for Elm Creek Lake. Clyde Killion discussed road projects and problems getting fuel when needed. Joanne Long reported that she received a check from the State of Kansas for the July rent on the Driver’s License Office. She asked what she should do with it. The commissioners directed her to return it to the State, as we waived the rent. The county received a $2,500 fine from the Kansas Department of Health & Environment (KDHE) for failure to perform an emissions test on the asphalt plant within 180 days of its setup. It seems the forms were completed in 2000, but never sent in to the State. After the county was notified of the fine, the forms were discovered in some of the County Coordinator’s files. Judy Orton presented the 2003 budget request for the Appraiser’s Office. Dennis Quick discussed road problems and 4 wheelers tearing up roads. Joanne Long presented the County Clerk and Election 2003 budget requests. She also presented the request for District Court for 2003. Lee Davis presented chemical quotes at 11:00 am. Three quotes were received. They were:
Robert Query made a motion to accept the quote from AgChoice for a total of $4,925.00. Gary Houston seconded the motion and all voted in favor. Joe Ludlum discussed a low water crossing on Grand Road in need of repair. The commissioners will have Clyde Killion look at it. Jingles Endicott discussed the need to widen a road in front of his home. He volunteered some of his land if it would help the commissioners look into this. After routine business, the meeting adjourned at 12:00 pm.

The Bourbon County Commission met in open session with Terry Graham and Robert Query present. Gary Houston was absent. Minutes of the previous meeting were read and corrected. Merle Snyder visited with the commissioners about a culvert problem. The commissioners will look into it. At 10:00 am, bids for hay at Elm Creek were opened. Only one bid was received. It was from David Schwalm for $375.00. Terry Graham made a motion to accept the bid from David Schwalm. Robert Query seconded and both voted in favor. The check was deposited in the Treasurer’s Office. Delwin Mumbower met with the commissioners to discuss the possibility of obtaining a separate radio frequency for rural fire. There was discussion but no action. The meeting adjourned at 11:00 am, when Robert Query went to the Bourbon County Fairgrounds and Clyde Killion and Terry Graham left to check road problems in Uniontown.

The Bourbon County Commission met in open session with Robert Query and Terry Graham present. Cecelia Key was also present. Gary Houston was absent. Minutes of the previous meeting were approved. Kay Blythe, reporter for the Linn County News, sat in on part of the meeting. Robert Query reported that the Fairgrounds were ready for the horse pull. Clyde Killion updated commissioners on road repairs. Raymond Taylor inquired about fencing programs. The commissioners told him they didn’t have any such programs. Marilyn Neil appeared before the commissioners to inquire about volunteer work. The commissioners informed Ms. Neil that there was no such work at present, but that they would keep her in mind. At 10:10 am, Robert Query left to help at the Bourbon County Fair and Terry Graham left to show a county employee where to put a tube in for a citizen. The meeting adjourned with no further action.

The Bourbon County Commission met in open session with all commissioners present. Joanne Long, County Clerk, was also present. Minutes of the previous meeting were read and approved. Bob Marshall invited the commissioners to the Issues After Hours meeting tomorrow evening at 5:30 pm. Mr. Marshall also discussed the proposed stop sign on Horton Street near the new hospital entrance. The commissioners discussed setting speed limits on the newly asphalted Mapleton/Redfield Road. Commissioner Graham stated he would like 35 MPH signs for the first mile north and 55 MPH after that. Sheriff Coleman discussed the need for new vehicles in his department. No action at this time. Gary Houston signed reports for the Tri-Valley CDBG grant. Among the papers needing signed was a resolution to meet the Civil Rights Obligations of the State of Kansas. Gary Houston made a motion to adopt it as Resolution 17-02. Robert Query seconded the motion and all voted in favor. It was signed and placed in the Resolution book. Terri Johnson presented the 2003 budget request for the County Attorney’s office. She also presented an idea to establish a fund for murder trials, similar to that done in Crawford County, to help fund expensive murder cases. The commissioners will speak to the auditor about having such a fund. Denny Quick asked the commissioners for a load of rock. The commissioners will talk to Clyde Killion. Wilma Graham presented a request from Marmaton Township for the county to mow the right-of-way to Union Bend Cemetery. The commissioners will notify Clyde Killion. CR Whitcomb asked the commissioners to place gravel on a road at a bridge on 35th St. at the north end of Bourbon County. Clyde Killion will view the road in question. Doylene Kennedy presented the commissioners with a breakdown of expenditures to date in the Sales Tax Fund. After routine business, the meeting adjourned at 12:15 pm, with no further action.

The Bourbon County Commission met in open session with Robert Query and Terry Graham present. Gary Houston arrived at 9:05 am. Joanne Long was also present. Minutes of the previous meeting were read and approved. Kenney Felt, reporter with The Fort Scott Tribune, was present for part of the morning. Gene Parker asked the commissioners for dirt for a new building for Fire District 2. The commissioners agreed to help after the asphalting season. Robert Query stated he had plenty of clay to donate for the purpose if the county could load and transport it. He also stated that the clay is located less than 6 miles from the site. The commissioners stated they could do it around the end of August/beginning of September and would talk to Clyde about it. They asked Mr. Parker to put flags up where he wants the clay delivered. Mr. Parker also mentioned to the commissioners a low-hanging tree limb on Terrace Road in Garland that needs cut back and asked that the county spray the brush at the Clarksburg corner. The commissioners will talk to Clyde. The commissioners received budget requests from the Correctional Center and Noxious Weed departments. Terry Graham made a motion to reappoint Steve Sewell to the Tri-Valley Board. Gary Houston seconded the motion and all voted in favor. Clyde Killion asked the commissioners for permission to price a tailgate spreader to build up the shoulders of the asphalted roads. The commissioners approved the request. Larry Nuss presented the commissioners with a petition for a vacation of an easement in Lots 2, 3 and 4, Block 3, College Hills Addition. The commissioners accepted the petition and set a public hearing for 9:00 am, August 16, 2002. Susan Quick presented the Treasurer’s Office budget request for 2003. She also commented that the office deputies are not paid adequately, compared to office clerk. She feels that, with the workload the deputies have, they should receive more and suggested a .50 per hour more increase. Ms. Quick also commented that the Infinitec programs have doubled or tripled her workload. Roger Lee spoke to the commissioners about septic issues with Hidden Valley Lake. Holding tanks are leaking into the lake. Roger is going to meet with owners to discuss the problem and follow up with a letter informing them to fix the problems. The commissioners approved drawdown #5 for the Tri-Valley Grant. Sharon Elder presented the Register of Deeds budget request. Sharon also pointed out the small difference in pay between office deputies and office clerks and asked the commissioners to consider a raise. The commissioners looked over a workup of new commission district lines based on 2002 census figures and registration. No action. Harold Coleman presented the Sheriff’s budget request for 2003. Mr. Coleman also stated that MCM Restoration did a wonderful job waterproofing the soldier statue and cannon on the courthouse lawn and said that he would write a letter of appreciation to that affect. David Neville presented a price quote for air conditioner work in the County Attorney’s office. The ductwork is backwards which forces the air out the bottom and has no filter. The quote is $625.00. The commissioners approved the work. Delwin Mumbower, Mike Hueston, Greg Bushman and Harold Coleman spoke to the commissioners about dispatching problems with the City of Fort Scott. They said that service has always been poor but lately has gotten unbearable, to the point of negligent. They suggest a board be created to look into problems to come up with solutions and also wanted to make the commissioners aware of the problem. Commissioners have spoken recently to the City about dispatching problems, but nothing has improved. Delwin cited an instance where it took 8 minutes for him to be radioed after an injury was reported through dispatch. The commissioners will set up a meeting with officials from Mercy, Delwin Mumbower, Greg Bushman, Harold Coleman, City and County Commissioners, Chief Reyes and Jim Kesling, to work on the problems. Commissioners spent the rest of the morning looking over budgets. The meeting adjourned at 12:10 pm.

The Bourbon County Commission met in open session with all commissioners and the county clerk present. Minutes of the previous meeting were read and corrected. The majority of the meeting was spent working on the 2003 budget with Terry Sercer. Tom Hill stopped in briefly to discuss the county fuel situation. The commissioners asked him to come to the meeting Friday at 9:00 am so Clyde Killion can be a part of the discussion. After routine business, the meeting adjourned at 3:00 pm.
