| January 19, 2001 Friday The Board of County Commissioners of Bourbon County, Kansas, met in open session at 9:00 am in the Commission Room of the Courthouse. All Commissioners, County Coordinator, Jim Harris and County Clerk, Joanne Long were present. Minutes of the previous meeting were approved. Dan Meara appeared briefly before the board to say that the County Sheriff's Tax Sale will take place on February 28, 2001, at 9:00 am. At 9:00 am, proposals for a garden tractor were opened. They were received from Fort Scott Farm, Fort Scott Truck & Tractor, R & R Equipment and Mayco Ace Hardware. The commission asked Mr. Harris to review the proposals to see if they met the required specifications and to report back to the board next Friday before any decisions are made. Mr. Harris mentioned the Upcoming Government Day in Topeka. It is February 7, 2001. He wanted to know if any of the commissioners would be joining him. He needs to know by next week. He also mentioned receiving two emails from Richard Nienstedt of the City of Fort Scott. The first was concerning Neighborhood Revitalization. There will be a meeting Tuesday, January 30, 2001, at Fort Scott Community College. Terry Graham recommended that Jim Harris and either Robert Query or Gary Houston attend. Mr. Harris will inform Richard Nienstedt. The second email was about proposed joint city/county commission meeting on the first Monday of each month. The agenda can be alternated. The city would put together the first agenda (February 5). Terry Graham and Gary Houston thought it was a good idea. Robert Query was in favor as long as the county could add items to the agenda on months that the city was in charge of writing one. Mr. Harris will inform Mr. Nienstedt of the decision. Bob Marshall, Chamber Executive Committee, stopped in to invite the commission to the Eggs & Issues Breakfast on Saturday, January 20, 2001. At 9:30 am, tire bids were opened. Bids were received from Severy's, Sin Tire and Comstocks. The bids were as follows:
The commissioners wanted to see about picking the best line item price rather than a total bid, since none of the bids were totaled. Mr. Harris will work up the specifications and present a report to the board next Friday. Jim Harris is preparing to take bids on culverts. There was discussion of the request lines on the bid spec sheet. The commissioners would like to get bids on polyethylene culverts as well as welded, riveted and lock. Mr. Harris will add the column to the bid sheet before mailing them out. Bids will be opened at 9:00 am January 26, 2001. Mr. Harris reported on a recent meeting he attended. Other road projects were discussed. Mr. Query asked about striping on asphalted roads in the county. There was general discussion about the possibility of borrowing one or the feasibility of purchasing one. It was mentioned that the Kansas Department of Transportation would require a written policy by the county if striping was begun. No action. A "Slow Children Playing" sign for Drywood Township was discussed. The order has been written and the sign should be up shortly. Mr. Houston asked about the possibility of assisting the Railroad in clearing the southeast tree line at the intersection of Poplar Road and BNSF Railroad. Mr. Harris will contact the railroad. Jim Harris mentioned he will be scheduling a Blood Borne Pathogen meeting for the county. He will notify department heads of the date. There was discussion about the continued problem of litter along Condensory Road on route to the Transfer Station. Sheriff Coleman was present for this discussion. There is a Resolution stating that loads must be covered, however there are still some problems with loose debris. He suggests spot inspections at the entrance gat to see who is in compliance. He feels that a majority of the incidents are accidental. The commission and the sheriff want people to care about our community and hope these inspections will renew their interest in the fight against pollution. It was asked if tickets have ever been issued for the offense and the sheriff said that there had been. He also said that there was a lot of voluntary picking up of litter in the area. It was confirmed that the fees for the Transfer Station are generally $1.00 per bag up to 7 bags, and 8 or more bags was determined by weight. Judy Orton, County Appraiser, appeared before the board to discuss the Agricultural Use Values for the current year. She stated that the values are up across the board from last year. It was stated that the values are determined by a formula including an 8 year rolling average. She mentioned that the surrounding counties, Allen, Crawford and Linn were also up for all soil types from last year and it's probably statewide. Mr. Graham would like copies of the last eight reports to view. Mrs. Orton will get those for him. County Attorney, John Swarts, appeared before the commission. Terry Graham made a motion to adjourn into executive session for a period of five minutes to discuss non-elected personnel. Gary Houston seconded the motion. All in favor. Those present were Robert Query, Terry Graham, Gary Houston and John Swarts. The executive session lasted from 11:36 to 11:41 am. At 11:41 am, the open session reconvened with no further action. At 1:00 pm, the commissioners asked that all department heads, or someone from each department, appear before the board to get final recommendations on the county's medical health insurance. Those present were the commissioners, Jim Harris, Joanne Long, Sharon Elder, Jackie Gunsaullus, John Swarts, Harold Coleman, Alec Beth, Judy Orton and Linda Evans. The proposed bids were presented to the department heads, and after discussion, a poll from each office was taken. It was decided to accept the Blue Cross/Blue Shield of Kansas Blue Select Plan with $15/$30 prescription drug card. The premiums are $268.44/single and $593.96/family (with $268.44 paid by county). Terry Graham made a motion to accept Blue Select Option 2 health insurance with the $15/$30 prescription card. Robert Query seconded and all voted in favor. Sheriff Coleman brought forms for an approved grant to be signed by the commission. The grant totals $4,150.00 and will be used to upgrade and replace weapons and computer equipment. The total Bourbon County funds required for this grant is $450.00. After routine business, the meeting adjourned at 3:00 pm.

Monday
9:00 am The board of county commissioners of Bourbon County met in open door session in the commission room of the courthouse. All commissioners were present. County Clerk, Joanne long, and County Coordinator, Jim Harris, were also present. Jim Harris discussed current road projects for the county with the board. He also mentioned that February 7, 2001, is Government Day in Topeka. Mr. Harris, Gary Houston and Terry Graham will attend. The fax line in the Register of Deeds office was discussed. It used to be the only fax line for the courthouse and all office paid for its use. Now that nearly every office has its own private fax line, it was asked that it only be charged to the Register of Deeds office and the Treasurer's office, as they were the only offices to use it. The commissioners agreed and asked that the two offices work out an agreement. Jim Bussone, Game Warden for the area from Kansas Department of Wildlife & Parks, stopped in to see the commissioners. No action. Crystal Hathaway with the Friends of the Fort Scott Animal Shelter came to ask the commissioners if they could place a bulletin board of animals in the shelter in the lobby of the courthouse. The commissioners okayed the request. After routine business, the meeting adjourned at 3:00 pm.

Friday 9:00 am The board of county commissioners of Bourbon County, Kansas, met in open session in the commission room of the courthouse with all commissioners present. Also present was the County Clerk, Joanne Long and the County Coordinator, Jim Harris. Jim Harris told the commission that he worked up the price for cold mix. The City of Fort Scott has asked to purchase cold mix from the county and the commission asked Mr. Harris to work up the actual cost of the mix. He said that the mix costs $25.40/ton to produce at the current oil prices. It was decided to sell the cold mix to the City of Fort Scott for $30/ton, allowing the additional $4.60/ton for maintenance and upkeep of the equipment. These prices represent the current oil prices only and are subject to change. It was also decided to sell our cold mix for any public use. Mr. Harris told the commissioners that he has been asked by Judy's Iron & Culvert that the county not sell culverts to private citizens-aside from the initial entrance culverts and those for public use. All commissioners agreed to the request. Mr. Harris had the tire quote workup from Monday. It was decided to purchase the following tires:

Terry Graham made a motion to go with the Welborn Sales bid for culverts. Gary Houston seconded the motion. All in favor. Don Cummings came to ask the commissioners what the plans for the old county barn were. The commissioners told him the sheriff stores impounded cars there. There is a property on the sheriff tax sale across the street from the old barn. 2001 Commission committee assignments for Bourbon County are as follows:
Judy Orton, County Appraiser, came to speak to the commission about the upcoming sheriff sale. It is scheduled for Wednesday, February 28, 2001, 9:00 am. She said that this is not a good date for her office, citing that she is short an employee and values must be set March 1. She hopes the commissioners will include her in the planning of the next tax sale to schedule it on a date convenient to everyone. After routine business, the meeting adjourned at noon.
