December 6, 2004 FOR IMMEDIATE RELEASE The Bourbon County Clerk announces an error has been discovered on some 2004 Bourbon County property tax statements, affecting 30 taxing units. She is in the process of correcting the USD 235, Uniontown, school levy. Incorrect figures were used to calculate the taxes for USD 235, resulting in a shortage of roughly $49,000, or 3.740 mills, to the district. This applies to only those tax statements in USD 235. New statements are being generated and will be mailed out in the coming days. If you haven’t paid your taxes yet, please wait until the corrected statement is mailed to you. If you have already paid your first half 2004 taxes in this district, we will devise a system to collect the additional taxes. Though this will result in an increase over the current taxes, it is still an overall decrease in mill levies from 2003 in most cases. Once again, this applies only to those property tax statements for USD 235. All other tax statements are correct and payments are being taken by the County Treasurer. The Clerk apologizes for the error and regrets any inconvenience. |

RESOLUTION 01-04 Holidays and Closed Days for Bourbon County Employees, including Landfill Employees The following days will be observed as Holidays for the year 2004 for Bourbon County:
The hours of operation for the Transfer Station are 8:00 am to 4:00 pm, Monday through Friday and 8:00 am to 2:00 pm on Saturdays. The Transfer Station is closed on Sundays. NEWS RELEASE: SCHOLARSHIP INFORMATION The Kansas County Clerk’s and Election Officials Association is taking scholarship applications from those students that are majoring in Journalism, Political Science or Communications. The scholarships are available to High School Seniors or College Freshmen or Sophomores. The monies from these scholarships are made available by the effort put forth by local Election Officials and Supervising Judges of the State of Kansas. Each are asked to call a toll free telephone number and report to the Voter News Service, specified races in the General Election. The Voters News Service collects and tabulates a single, accurate set of election returns for broadcast and publication throughout the nation and abroad for the Associated Press, CBS News, ABC News, NBC News and United Press International. Due to the joint efforts of the County Clerks, Secretary of State’s Office and the Voters News Service, the Scholarship Committee will be awarding scholarships in the amount of $500.00. Applications may be picked up at the County Clerk’s Office and all applications must be returned to your local county clerk or mailed to Marilyn Horn, PO Box 28, Oberlin, KS 67749, on or before April 1, 2004. The scholarship winners will be announced at the County Clerk’s and Election Officials Association Seminar in May. The County Clerk from the recipient’s county will award them at their local school awards assembly. |

Resolution 19-03 Bourbon County, Kansas Schedule of Copy and Fax fees for Bourbon County WHEREAS, Bourbon County adopted resolution 99-19 on May 28, 1999, in accordance with the Kansas Open Records Act (KORA), K.S.A. 45-215 through 45-223; and WHEREAS, the County Clerk, as the official Custodian of Public Records for Bourbon County, sets the fees for complying with requests for copies and/or access to public records ; and WHEREAS, a fee schedule for copies and faxes in accordance with KORA is needed for recuperation of costs associated with recovering and compiling records to be copied and/or faxed; and WHEREAS, a uniform schedule of fees throughout the courthouse is essential for the public as well as the County. THEREFORE, the following schedule of fees is established, effective immediately:
*Declared candidates and Party Chairs may receive one free list of their choosing per election cycle. A charge of $10.00 per hour may be assessed for the cost of an employee for recovering, researching, compiling and copying information. A minimum time of ½ hour will be assessed for reasonable time spent by an employee in completing a request. This schedule applies to all requests to Bourbon County for information unless other agreements are in place. This schedule does not apply to non-County agencies located in the Courthouse, such as the District Court, Agricultural Extension or Department of Motor Vehicles (Driver’s Licenses). Requests for copies of your public records concerning your property tax/assessment of value/property deed are free of charge. KDOT to Provide Access to 240th Street The Kansas Department of Transportation (KDOT) announced today that it will provide access to 240th Street north and south of the new US-54. Access to 240th St. was closed as part of the US-54 reconstruction project which located the highway on a new alignment about one-fourth of a mile north of the existing US-54 highway. There was considerable support from residents in the area to reopen 240th St. and provide access to the new highway at 240th St. After meeting with area residents and city and county officials, KDOT recommended the following: 1) Reopen north and south access to 240th Street from the new US-54 using a temporary connection. The temporary connection would be reconstructed next year during which time access may have to be temporarily closed. KDOT would participate with the county in partially funding bituminous surface improvements to 240th St. from the current US-54/240th St. intersection, northward to the KDOT right of way line along the new US-54 to the same level as the surface improvements on 240th Street south of the current US-54. 2) Remove the free-flowing connection from US-54 to Wall Street in the future when and if funds are identified for building the US-54 connection to the north US-69/US-54 interchange north of the city. Recognizing that the nature of development and travel in the area may change over time, we would evaluate the future Wall Street interchange and future access to 240th St. before making a final decision on the design. The Bourbon County Commission concurred with both recommendations in a resolution passed on November 21, 2003. On November 18, 2003, the Fort Scott City Commission voted to approve the reopening of access to 240th Street. We do not yet have a firm timetable for building the temporary connection across the new US-54 that is needed to reopen access. A permanent connection will be constructed next year during which access to 240th may need to be temporarily closed. KDOT appreciates the efforts of local residents in bringing their concerns about 240th Street to our attention. Without their efforts, agency officials would not have learned about some of the important issues that were considered in making this decision. ### |

The County approved the 2004 Bourbon County budget recently with an increase of 4.155 mills over 2003. There has been much interest as to what that calculates to in a persons' taxes so I have created a chart which I hope will help you. These figures are estimates but should give you an idea of what to expect.
